Tax laws shield most Panama Papers? names from legal action

ISLAMABAD: The Pakistani tax laws don’t allow the authorities to proceed against most, if not all, of those named in the Panama Papers, the Federal Board of Revenue (FBR) sources claim.

They said the limitation clauses of the income tax laws bar the tax man from going beyond the last five years. “We have not yet found any actionable case among those named in the Panama Papers,” a source said, adding that the law does not permit to open cases beyond the limit set in the law.

Tax declarations of income tax filers are time barred and could not be opened beyond last five years. The law also restricts the tax man from probing the investment, wealth or income of a non-filer beyond ten years. Earlier for even non-filers, the time barred period was five years.

The FBR sources said that so far all those offshore companies looked into are found time barred and thus are not actionable under the law.

Recently in response to a question from PPP’s Dr Nafisa Shah, the National Assembly was told by the government that the FBR has identified 440 persons linked with different offshore companies and it is obtaining information and documentary evidence about the investment or income of the offshore companies of the Pakistani residents.

Parliamentary secretary Rana Afzal had told the NA that in case it is found that the person has filed the return and the information matches with the declared particulars of his income, no further action shall be taken. He informed the house that in case no record of the person is found available with FBR, the person shall be issued notice u/s 114 of the Income Tax Ordinance, 2011 to file his income tax returns. 

The parliamentary secretary also said that in case, the return has been filed but the offshore investment or income, as the case may be, has not been declared by the person, the tax payer will be issued a show cause notice to explain the sources of investment and income derived there-from, including any other details/documentary evidence as are necessary.

The FBR sources, however, said that the notices could be issued to only those filers or non-filers who would have opened these offshore companies during the last five years, in case of filers, and ten-years in case of non-filers.

Regarding the Security and Exchange Commission of Pakistan (SECP) investigation into the offshore companies, the NA was recently told, “Prima facie, the investments mentioned in the Panama Papers were made by the persons in their individual capacity and same has not been routed through the company's account."

A few months back, the Minister for Finance Ishaq Dar was reported to have directed the FBR, SBP and SECP to initiate a probe into the Panama Papers with the directives to complete this exercise on a priority basis.

The FBR was told by the finance minister to verify whether all those persons having resident status as defined under the Income Tax Ordinance 2001, whose interests in offshore companies had been made public in the Panama Leaks, had fully declared the said interests in their annual tax returns available with the FBR. It was also directed that in case any of the aforementioned persons was not a filer, proceedings in accordance with the law may be initiated immediately.

Airlander 10, the largest aircraft takes to the air

LONDON: The Airlander 10, dubbed as the world?s largest aircraft took to the air for the first time on Wednesday from an airfield north of London.

According to media reports, an earlier planned flight for the hybrid air vehicle scheduled for Sunday was cancelled due to technical issues.

At 92 meters long and over 43 meters wide even the Airbus A380 is dwarfed before it. However, it carries a much slimmer price tag in comparison, just north of $32 million the Airlander costs one-tenth the price of an A380 ($375m).

The Airlander by design can carry heavier loads than conventional airships but will consume less fuel. Developer company Hybrid Air Vehicles claims the Airlander can travel at speeds in excess of 90 mph (148 Km/h) and can stay airborne for two weeks.

 

MQM begins hunger strike unto death

KARACHI: Legislators and activists of the Muttahida Qaumi Movement began observing a hunger strike unto death outside the Karachi Press Club on Wednesday to protest against the alleged “atrocities and injustices” committed against the party over the past three years on the pretext of an operation against criminals in Karachi.

The protest started under the leadership of Aslam Afirdi, a member of the MQM’s coordination committee, and members of the National Assembly and the Sindh Assembly belonging to the opposition party are among the hunger strikers.

The fast-unto-death was announced by Dr Farooq Sattar, senior deputy convener of the coordination committee, and deputy convener Amir Khan at a press conference held at Khursheed Memorial Hall in Azizabad.

Sattar cited various reasons, including the alleged economic murder of Mohajir youths, violations of human rights, torture on Muttahdia activists, illegal raids and detentions by law enforcers, for the decision to begin the hunger strike.

He said Mohajir workers were being arrested from their houses and offices and thousands of workers were missing.  He accused law enforcement  agencies of adopting a humiliating attitude towards workers and supporters of the party.

Gross human right violations were being committed in various parts of the city, he added. He had earlier said that Urdu-speaking people were being victimised.

The MQM has been protesting against the paramilitary Rangers for committing what it calls “excesses” and “injustices’ against its workers and leaders and has called upon the federal government and the army chief to intervene and do justice. It recently staged a token hunger strike against illegal detentions of its workers.

The party has also termed the arrest of its Karachi mayoral candidate, Waseem Akhtar, illegal and unconstitutional. The MQM has been demanding of the law enforcement agencies to stop conducting illegal raids to arrest its workers, and warned them not to push it to the wall “before it is too late”.

Earlier, a statement, issued after Amir Khan presided over an emergency meeting at the his party’s headquarters, Nine Zero, said the government and the opposition had turned a deaf ear to Mohajirs’ issues and sufferings. The meeting observed that raids and arrests by Rangers, police and other law enforcement agencies had become a routine. Khan said the rights of Mohajirs were being violated by “some conspiring elements among the authorities”.

Dawood Ibrahim?s nephew ties knot with daughter of Mumbai trader

Dawood Ibrahim's nephew Alishah Parkar on Wednesday tied the knot with the daughter of a Mumbai-based businessman in a traditional Muslim ceremony in Mumbai.

Alishah, the son of Dawood's late sister Haseena Parkar, and Aisha Nagani got married at a mosque in Nagpada area of south Mumbai. The ceremony was attended by their family members and close friends and closely guarded by Mumbai police.

Dawood Ibrahim?s daughter is married to cricketer Javed Miandad?s son.

The marriage function started late morning and lasted for about one-and-a-half hour. A reception for the newlyweds was held at a city hotel on Wednesday evening. The Mumbai police crime branch directed the anti-extortion cell to keep a close watch at the event. Police personnel were to maintain a strict vigil on the proceedings, a senior official said, according to Indian media. The police did not rule out rival gangsters trying to disturb the peace.

 

Bin Laden?s son urges youth to join al-Qaeda

DUBAI: Hamza bin Laden, son of al-Qaeda's slain founder Osama bin Laden, in an undated audio message urged youth to join the Yemen-based al-Qaeda in the Arabian Peninsula (AQAP) to "gain the necessary experience" to fight, according to SITE.

Classified by the United States as the network´s deadliest franchise, AQAP was formed in January 2009 as a merger of the Yemeni and Saudi branches of al-Qaeda. Yemen is the ancestral home of Saudi-born Osama bin Laden, who was killed in Pakistan in 2011 by an elite team of US Navy SEALS after a decade on the run.

US intelligence officials have said that 23-year-old Hamza was the favourite son of the 9/11 mastermind who had been grooming him to take over as al-Qaeda´s leader.

On the occasion of the fifth anniversary of Osama bin Laden´s death, experts have noted Hamza´s increasing prominence among jihadists in comparison to that of Egyptian Al-Qaeda leader Ayman al-Zawahiri.

ECP issues notices to PM Nawaz Sharif, family MPs

 

ISLAMABAD: The Election Commission of Pakistan (ECP) on Wednesday issued notices to Prime Minister Nawaz Sharif, Punjab Chief Minister Shahbaz Sharif, his (Nawaz) son-in-law captain (retd) Muhammad Safdar, his brother-in-law Finance Minister Ishaq Dar and MNA Hamza Shahbaz on disqualification petitions filed by the opposition parties.

The prime minister has been asked by the ECP and others to file a response in writing in the commission by September 6. The forum passed this order after day-long hearing in petitions clubbed together, which were filed by the PPP, PTI, PAT and AML, seeking disqualification of Nawaz Sharif for alleged money laundering, concealing offshore assets in nomination papers and hiding wealth and asset details in tax returns.

PTI’s Senator Liaquat Tarakai and sitting minister in Khyber Pakhtunkhwa government Shehram Tarakai (Liaquat’s son) were also issued notices to explain why they did not mention their offshore companies in their nomination papers.

The PPP’s reference is unique as compared to the other three, as it has called for disqualification of not only the prime minister, but also his brother and other relatives for alleged tax evasion, money laundering and hiding his offshore companies, reflected in the Panama Papers. An individual, Waheed Kamal, has also filed a petition for the disqualification of Nawaz Sharif.

Through these petitions, four political parties have sought disqualification of PM Nawaz and offshore assets that have been revealed in Panama Papers.

Besides the prime minister, his son-in-law, Punjab Chief Minister and his son Hamza Shahbaz and Finance Minister Ishaq Dar are named as respondents in the petitions, who were also allegedly involved in corrupt practices one way or the other.

The leaked documents under the tag of Panama Papers revealed names of several world leaders as well as the premier’s three children: sons, Hassan and Hussain, and his daughter Maryam, owning at least three offshore holding companies registered in the British Virgin Islands.

PPP’s Latif Khosa, speaking in support of his petition, contended before the commission, headed by Chief Election Commissioner Justice (R) Sardar Muhammad Raza, that in fact the prime minister was the owner of the offshore companies as his children were too young when these were set up.

He disputed prime minister’s statement in the National Assembly that they had purchased London flats after selling their steel mills in Saudi Arabia, as these were bought in 1993 and 1995. He alleged that the prime minister had shown Maryam his dependent, whereas according to his own sons, she owned assets abroad. Likewise, his son-in-law Muhammad Safdar had also not mentioned these facts while filing his nomination papers before 2013 polls. He added these were also not reflected in their income tax and wealth tax returns, calling this a part of the camouflage and lie.

Khosa said that from 2009 to 2013, false declaration of assets was submitted to the Election Commission, which was not permissible under the law, the Constitution and representation of the people’s act and came under corrupt practices. He said hence the prime minister was not an honest and righteous person to represent people in Parliament, what to talk of being the chief executive of Pakistan. “He should be disqualified,” Khosa said.

The PPP senior leader charged that the Sharif family had amassed wealth after coming to power since 1980s and the prime minister and his children were fabulously rich, having offshore companies, while the nation suffered. He referred to contradictory statements of his children to allege that Nawaz Sharif was the actual owner of the offshore assets and not his children. 

He alleged that Pakistan’s chief executive and chief minister of the largest province indulged in loot and plunder, money laundering and corrupt practices in defiance of the laws of the land. He went on to say that before 2013 elections, Sharif family was defaulter of Rs6 billion loan and that it was not at all difficult to get it written off after Nawaz became prime minister.

Likewise, he added, Shahbaz Sharif had also been declared absconder in a murder case in the past and was not honest and righteous person and be disqualified.

On a petition filed by PTI’s Dr Yasmin Rashid, who had lost to Nawaz in 2013 elections, her lawyer Anis Hashmi produced copies of two letters, showing Maryam as beneficiary of two offshore companies with address of Saroor Palace, Jeddah.

Then he referred to prime minister’s address to the nation in May this year in which he said after Ittefaq Foundry was nationalised in 1972, his father migrated to Dubai and established Gulf Steel Mills. The lawyer noted that the mill was sold for nine million dollars in 1980. 

On this, he cited a statement of Mubashir Hasan, who served as finance minister during Zulfikar Ali Bhutto’s government in 1970s, who said that at that time, money could not be transferred abroad without the permission of the State Bank of Pakistan and hence the prime minister had lied about his father taking along money abroad to set up a steel mills.

“The prime minister had stated that the steel mills was nationalised and they were not paid a penny then how his father managed money and transferred it abroad. It was done through money laundering. There has been no mention of source of funds ever. This reflects a chain of corruption,” he alleged.

While explaining alleged tax evasion and concealment of assets by the prime minister, he noted Nawaz had mentioned Rs120 million gift paid to him by his son, but this was not shown in his declarations of assets neither any tax was paid, and that his son was not an NTN holder. 

The lawyer said that the prime minister had paid income tax and agriculture tax with a delay of 30 months, 18 months and six months, but had paid no penalty, asking was not it an offence under Income Tax Laws? “Under the Constitution, loyalty of the state and obedience to the law is imperative and it becomes vital in case of a member of Parliament and what image was made of a prime minister, who indulged in all sorts of corrupt practices,” he charged.

He said Maryam Nawaz, who was owner of offshore companies in 1993, was shown dependent on her father and alleged that the entire system was corrupt because of a corrupt prime minister. He alleged that the prime minister completely failed to explain what was the source of his wealth and how was it transferred abroad and nothing was traceable in his documents too.

The lawyer also said that neither there was any mention of nine million dollars nor taxes were paid thereon and added there was total contradiction in his documents from 1993 till date.

On the basis of these contradictions and documentary evidence, he urged the forum to disqualify Nawaz Sharif and noted there were also judgements already on disqualifications in the past.

AML lawyer Sardar Raziq also prayed to the commission to disqualify Nawaz Sharif for mis-declaration of his assets, tax evasion and showing his daughter dependent on him, whereas she was not.

AML President MNA Sheikh Rashid Ahmad later told media persons that if the commission did not disqualify Sharifs, as a last resort, all opposition parties should quit the legislature.

The ruling PML-N leaders, including Daniyal Aziz and Talal Chaudhry, in media talk later, alleged that the opposition’s references were a sign of desperation. They alleged that these initiatives were based on rhetoric, having no substance at all.

Khosa and Hashmi complained about congestion in the library of the ECP, where hearing was held, as the only air-conditioner was also not functioning. Khosa wished they would have been served with tea, as the canteen in the commission’s premises, was also shut. It was being renovated.

The PPP lawyer managed to seek permission for the media persons to be present during the hearing after he cautioned to stay away, if they were not allowed to be privy to the proceedings. “Since the proceedings are not in-camera, journalists should be present to cover them,” he said and thanked the chief election commissioner for allowing them, who said it was he who allowed them.

Shamoona Ambreen was disqualified for hiding her assets.

Nine candidates are contesting the elections. However there is close competition between the PML-N and two other independent candidates.

In the constituency 150410 voters have been registered of which 86230 are men while the rest are women.

There are 128 polling stations in the constituency of which 25 are highly sensitive while 47 very sensitive.

The constituency lacks basic health and education facilities, however voters are hopeful that their elected candidate will bring change for the better in their lives.

Pakistan's one-day form a worry for Arthur

LONDON: Pakistan's one-day form is a "real concern" to coach Mickey Arthur and the South African believes it could "take some time" to improve the team's standing in white-ball cricket.

The 1992 world champions, Pakistan are languishing in ninth place in the International Cricket Council´s one-day internationals rankings, with only hosts England and the top seven teams come September next year guaranteed a place at the 2019 World Cup.

A World Cup without Pakistan seems unthinkable but Arthur, speaking ahead of his one-day ´debut´ with the team, believes they must tackle their shortcomings in limited overs cricket head-on, starting with Thursday´s first of two ODIS away to Ireland in Malahide, near Dublin, which will act as a lead-in to a five-match series against England.

"We have not done well in ODIs. I think this is a real concern for me," Arthur told AFP in London before the squad travelled to Ireland.

"Pakistan´s position at number nine in one-day cricket is not good. Pakistan is not the number nine team but I do fear that our one-day cricket will regress because of playing the style or brand that belongs to the 1990s when the game has moved on such big amount.

"I also think that your fitness and fielding play a massive role. So we need to get our players up to speed on that. I have looked at the one-day players and they look good but it´s going to be extremely tough.

"England is a very, very good one-day team now, so for us it´s about our progression. This is where our one-day journey starts.

"It´s not I am cautioning anybody, but I think it will take some time to get our one-day side to exactly where we want them to be."

 

?Batting ends at seven?

When Pakistan won the 1992 World Cup they were captained by Imran Khan, one of the outstanding all-rounders of his generation. Finding another Imran was always going to be a difficult task, but right now Arthur would love to have a genuine all-rounder in his squad.

"We lack all-rounders and we have to find them. I just look at England they have got so many all-rounders and, with us, our batting ends at (number) seven.

"In one-day cricket you need all-rounders, so we are trying some new things, we have some good players like Mohammad Nawaz, Imad Waseem and Hasan Ali.

"We have (wicket-keeper) Sarfraz Ahmed and we can have him up the order, so we have to get that batting depth."

The former South Africa and Australia coach added: "We need to have attacking players top of the order and then have someone at number six who can clear the ropes.

"We have to find good players. England´s system is so good that it keeps producing players. They play a lot of Twenty20 and one-day cricket so we have to look at our domestic cricket.

"We have to develop batsmen who are fearless. England have those fearless players in Jason Roy, Jos Buttler and others."

But despite his worries Arthur believes Pakistan -- who came from 2-1 down to draw their four-match Test series against England at 2-2 with a 10-wicket win at The Oval on Sunday -- can be competitive against England.

"We go into every series thinking we can win it. I certainly have no fears that we will lose 5-0.

"For me it´s my first opportunity to see the one-day players and take them into the future. England is a very,very good team but I will be really disappointed if we lose 5-0."

Bolt fires into 200m final, Gatlin out

RIO DE JANEIRO: Usain Bolt will race the 200m final on Thursday after comfortably winning his semi-final, but there was no place for American rival Justin Gatlin as he failed to qualify.

Gatlin, who has served two doping bans, tied up late in his semi-final, only finishing third in 20.13sec and missing out on one of the eight final berths.

"I wasn’t fully surprised," Bolt said of Gatlin’s elimination.

"I thought he would have made it. But I could tell in the 100m he was feeling the pain and he was slowing down.

"It’s just the fact you’re getting old. To double at a championship where the young guys are stepping up is really hard."

The towering Jamaican eased up a full 40 metres from the line in his semi, to advance along with Canadian Andre De Grasse, setting a national record of 19.80sec as the second automatic qualifier.

"It means I’m definitely on the right track," Bolt said.

"I felt energetic and everything was going smooth. Hopefully I’ll get a top lane tomorrow," he said, adding his preference would be lane six or seven where the bend is not perceived to be too sharp.

"It’s always better for me because I’m taller."

Bolt added that he felt his own world record of 19.19sec, set when winning the 2009 world title in Berlin, could be under threat.

"I definitely think I can try for the world record, I definitely feel that," he said.

"But it’s all about executing right, running the corner efficiently, then coming into the straight and just running the perfect race.

"I don’t get over-confident, I’ll come out and execute."

Bolt joked that De Grasse pushing him through to the finish line was "really unnecessary".

"I don’t know what he was trying to do. I told him to ease up but he wanted to run to the end. He had something to prove I guess.

"But he’s a young kid and he’s great and he’s got a lot of talent so I’m looking forward to a great talent in the finals," he said.

Bolt won a third successive 100m title on Sunday to set up his bid to repeat his haul of three gold medals in the 100, 200 and 4x100m relay at both the Beijing and London Olympics in 2008 and 2012 respectively.

Gatlin won silver behind Bolt in the 100m, but looked uncomfortable throughout his race.

The US challenge will now fall to Lashawn Merritt, the 400m specialist who clocked 19.94sec to win his heat ahead of France’s Christophe Lemaitre.

Also qualifying for the final are Panama’s Alonso Edward, Briton Adam Gemeili, Azerbai-born Turk Ramil Guliyev and European champion Churandy Martina of the Netherlands.

Senate body advises FBR to withdraw GST on electricity bills

ISLAMABAD: Senate Standing Committee on Finance Revenue and Statistics on Wednesday recommended the Federal Board of Revenue (FBR) to waive off general sales tax (GST) on all household electricity bills.

Terming the sales tax on household electricity bills unjustified, Senator Col (R) Tahir Hussain Mashhadi said majority of the people, belonging to poor and lower middle class, are already paying huge indirect taxes in the form of GST and other taxes, ?so they should be given relief in electricity bills.?

Senator Saleem Mandviwala chaired the meeting of the committee. Mashhadi advised the FBR to raise their direct taxes by collecting taxes from the wealthier on their huge income and provide maximum relief to the common man by rationalising what he said the unjustified GST ratio of 17 percent.

Chairman FBR Nisar Muhammad Khan informed the committee that the government had taken numerous initiatives for bringing reforms in the taxation system. He said in order to bring maximum people in to the tax net the government also imposed withholding tax of 0.4 percent on banking transactions of over Rs50,000 by the non-filers of tax returns.

Khan said the ratio of direct taxes also increased to 41 percent now from 38 percent three years back due to the tax reforms initiated by the present government. Secretary Finance Waqar Masood said the profit rates on national saving schemes were reduced by the government due to the cut in the policy rates by the State Bank of Pakistan.

However, Masood said the government is still offering higher rates on its saving schemes as compared to the market rate. He said 9.12 percent profit rate is being offered on Behbood and pensioners schemes.

Senator Kamil Ali Agha said saving schemes are in the benefit of the government, ?so the people should not be discouraged to invest in the saving schemes by reducing profit rates.?

The meeting was also attended by Senators Ilyas Ahmed Bilour, Muhammad Mohsin Khan Leghari, Nasreen Jalil, Sardar Fateh Muhammad Hassani, Islamuddin Shaikh and Mohsin Aziz.

RIO DE JANEIRO: Usain Bolt will race the 200m final on Thursday after comfortably winning his semi-final, but there was no place for American rival Justin Gatlin as he failed to qualify.

Gatlin, who has served two doping bans, tied up late in his semi-final, only finishing third in 20.13sec and missing out on one of the eight final berths.

CJP takes suo moto notice of illegal appointments in NAB

ISLAMABAD: The Chief Justice of Pakistan, Justice Anwar Zaheer Jamali, on Wednesday took suo moto notice of illegalities, contraventions and violations in appointments within the National Accountability Bureau (NAB), including a few ex-military officers and some military officers who served the anti-graft body while being in military service.

The chief justice took the suo-moto notice in response to an anonymous letter through which illegalities, contraventions and violations in appointments within the NAB were pointed out. Through the letter it has been stated that the country’s apex anti-corruption body unfortunately has remained above the law so far. It has been prayed to Chief Justice Anwar Zaheer Jamali to take cognizance of the bare illegalities, contraventions and violations that have been continuing without impunity that has been eating away the organisation from inside.

“Instant PUC/letter may be registered as a Suo Moto under Article 184 (3) of the Constitution of Islamic Republic of Pakistan, 1973 and notice may be issued to the Attorney General for Pakistan and Chairman NAB. May be fixed in the last week of August, 2016,” Chief Justice Anwar Zaheer Jamali said while passing the order.

According to the letter, available with The News, there are currently 16 officers from amongst BPS-20 and BPS-21 senior officers working on deputation out of the total 32 officers of these grades â€" whereas majority of officers are posted on OPS against higher grades particularly DGs of various Regional NABs; innumerable officers of BPS-19 are working as directors heading Investigation Wings of the NAB.

According to the letter, a few senior NAB officers (ex-military officers) were brought into the NAB on deputation period of three years from 1999 to officers served the NAB being in military service.

It has been stated in the anonymous letter that retired Col. Sirajul Naeem currently serving as DG NAB Karachi on OPS who joined the Bureau in 1999 on deputation for three years and then was absorbed in the NAB with 32 other military officers.

It added that retired Major Shehzad Saleem, incumbent DG NAB KPK was also a deputationist in 1999 who was absorbed in the NAB on permanent basis in 2002. 

Retired Brig. Hadeed, currently serving as Director Monitoring and Evaluation had joined the NAB on initially on deputation and then was absorbed in the NAB. Retired Major Tariq Mehmood Malik, a grade-20 officer who has been serving as DG NAB Balochistan on OPS, was absorbed in the NAB.

Retired Major Syed Burhan, a grade-20 officer who has been serving in the NAB Lahore as DG on OPS and was absorbed in the Bureau â€" whose appointment was challenged as litigation is sub-judice before the Supreme Court.

“Retired Major Masood Ahmed Lodhi was also brought from military service initially on deputation and then was absorbed and awarded illegal promotion on fake seniorities of previous services and currently serving as DG at NAB HQ Islamabad”, the letter claimed.

Retired Major Shabeer Ahmed, is the only major retired who is not posted on OPS, as he is currently serving as Director in the NAB Sindh, the letter added that he is ready to be promoted to rank of BPS-21.

Squadron Leader Karamat is also serving as DG and was absorbed in the NAB after his deputation from Pakistan Air Force whereas Squadron Leader Irshadul Haq is serving as DG and was absorbed in the Bureau after his deputation from Pakistan Air Force, stated in the letter.

The letter said that retired Col. Subah Sadiq and retired Col. Shehzad Anwar Bhatti were absorbed with ante dated seniority and enjoyed as DGs NAB who were recently retired.

“Squadron Leader retired Tariq Nadeem Bhatti was also absorbed from Pakistan Air Force with no prior experience of investigation and got promotions with service of Air Force incorporated illegally in his NAB service and currently serving as DG NAB Multan”, the letter added.

Retired Capt. Farrukh is currently serving as Director at the NAB Lahore who was absorbed in the Bureau in 2002.

Amir Shah and Syed Muhammad Hussain were also absorbed in the NAB from government of the Punjab, Abdul Hafeez Siddiqi is an Additional Director in BPS-19 and serving on OPS as Director at NAB Balochistan, whereas Muhammad Salim is Additional Director in BPS-19 and serving on OPS as Director at NAB KPK, the letter added.

“Currently Altaf Bawani, serving as DG NAB Sukkur who was appointed in BPS-18 in 2006 and in an unprecedented and unique manner, was blessed with BPS-21 within only span of 6 years. He was blessed by Akeel Karim Dhaddy (business tycoon of Karachi) as they both are relatives and blessing came through Admiral Fasih Bukhari the then Chairman NAB”, stated in the letter.

The anonymous letter disclosed that Nawazish Ali Asim, a deputationist from Capital Development Authority (CDA) has been enjoying the position of Director Media in the NAB with special blessings of incumbent chairman NAB, adding that despite several charges of corruption he couldn’t be removed nor proceeded against.

Russia says Syria raids from Iranian base do not violate UN resolution

MOSCOW: Russia on Wednesday dismissed a suggestion from Washington that Moscow is violating a UN Security Council resolution by using an Iranian air base for its bombing raids on Syria.

Foreign Minister Sergei Lavrov denied that Moscow could be in breach of a ban on supply or transfer of warplanes to Iran without prior approval of the United Nations Security Council.

"There are no grounds to suspect Russia of breaching the resolution," Lavrov said at a news conference in Moscow.

Russia on Tuesday began flying warplanes from an Iranian airbase in a major switch in its bombing campaign in Syria that the United States condemned as "unfortunate".

Washington responded to Lavrov?s latest statements on Wednesday, saying it is evaluating Russia?s actions.

"We?re looking at, we?re assessing it, we?re assessing whether this would constitute a violation," State Department spokesman Mark Toner told reporters.

"It does require a very detailed, legal analysis," he said, adding, "but I stand by what I said yesterday, which is that fundamentally this isn?t helpful."

Russian forces took off from the Iranian base to carry out a fresh round of strikes on Wednesday morning.

Russia has previously flown raids only out of its bases in Syria and Russia.

On Tuesday, US State Department spokesman Mark Toner said Russia?s use of the Iranian base "could very well be a violation" of a UN Security Council resolution that requires its prior approval for the supply, sale or transfer of warplanes to Iran.

But Lavrov insisted that "in the case we are discussing now, there was neither the sale, nor supply, nor transfer of warplanes to Iran".

"These warplanes with the consent of Iran are being used by the Russian air force to participate in an anti-terrorism operation in Syria at the request of the legal Syrian authorities," he said.

"There?s nothing even to discuss here."

Defence ministry spokesman Igor Konashenkov suggested that Washington needed to brush up on the specifics of the resolution.

The US-led coalition?s bombing raids on Syria from Turkey?s Incirlik air base are not permitted by the United Nations charter, he added.

?Destroyed two command centres?

Russia sent Sukhoi Su-34 jets from the Hamedan base in western Iran on Wednesday morning to carry out a second group wave of aerial strikes against IS targets in Deir Ezzor province, the defence ministry said, calling the operation a success.

High-explosive fragmentation bombs "destroyed two command centres and large field camps for training terrorists in the area of the town of Deir Ezzor, killing more than 150 fighters including foreign mercenaries," the ministry said.

Iran also defended Russia?s use of the base, with Ali-Akbar Velayati, top advisor to the Supreme Leader, telling Tasnim news agency that "the presence of Iran and Russia at the request of Syrian government is legal".

Iran is acting "within the framework of international regulations" and "does not accept the Americans? view," he said.

"The only action taking place is that Russian fighters are allowed to use this base to refuel," said Alaeddin Boroujerdi, chairman of parliament?s National Security and Foreign Policy Commission.

That does not breach the Iranian constitution which bans foreign deployments on its soil, he stressed.

Defence consultancy IHS Jane?s said Wednesday that Moscow is apparently expanding its Mozdok airbase in southern Russia, from where long-range bombers had been flying their Syria raids, with a "second runway" being constructed since May or June.

Iran and Russia are the two staunchest backers of the regime of President Bashar al-Assad, with Tehran commanding thousands of troops fighting for him on the ground while Russia provides airpower.

Both oppose calls for Assad to step down as a way of resolving the conflict that has killed more than 290,000 people since it erupted in March 2011.

Shahid Afridi undergoes precautionary MRI scans

KARACHI: Pakistan’s flamboyant all-rounder and former captain Shahid Afridi underwent precautionary MRI scans in Lahore after feeling pain in his knee.

The former captain confirmed to Geo News that he was feeling pain in his right knee since he returned home from UK and went to get precautionary scans ahead of national T20 tournament.

“I am firm to play the T20 tournament, and I hope I’ll be able to recover from pain in time,” said Afridi

“I wanted to have precautionary scans due to pain and will soon receive the reports,” he added. 

Shahid Afridi was picked to represent Islamabad, to be led by Umar Gul, in the national T20 tournament, which commences on August 25th. 

Non-operational X-Ray machines at Lady Reading Hospital in Peshawar

PESHAWAR: Five out of the eight X-Ray machines in Khyber Pakhtunkhwa’s largest hospital are non-operational.

These machines have not been functioning for the last two years causing a great deal of difficulty for patients.  The CT-Scan machine at the hospital has also not been working for the last three months.

When Geo News spoke with the administration at the hospital, they were unable to answer why the machines had not been fixed for the last two years.  

Apart from the non-operational medical machines, the administration of the hospital has also raised the price of X-Rays to Rs 200. This sharp increase has been attributed to private hospitals in the city raising their prices.

Army chief in Malaysia on two-day official visit

RAWALPINDI: Chief of Army Staff General Raheel Sharif arrived in Malaysia on a two-day official visit on Wednesday.

A contingent of the Malaysian Army presented guard of honour to Gen Raheel Sharif on arrival at the Army Headquarters.

According to a press statement from the Inter Services Public Relations (ISPR), the army chief held separate meetings with Chief of Defence Forces (CDF) General Tan Sri Dato Sri Haji Zulkifeli bin Mohd Zin, and Chief of Malaysian Army General Tan Sri Raja Mohamed Affandi bin Raja Mohamed Noor.

Gen Raheel Sharif "was introduced to senior army commanders and was given a detailed briefing on Operational and training aspects of the Malaysian Army", said the ISPR.

Military to military relations, joint military training and defence collaboration were discussed during Gen Sharif's meetings with the Malaysian military leadership.

The "Malaysian CDF and Army Chief praised Pakistan Army's achievements in the fight against terrorism and efforts for regional peace and stability," said the ISPR statement.  

"Malaysia and Pakistan had convergence of interests in various domains of regional security and the need to go after terrorism indiscriminately," said Gen Raheel Sharif.  

Terms of reference were signed between the Pakistani and Malaysian militaries to institutionalise a long term framework for military cooperation.

The army chief also met the Malaysian Defence Minister Dato Seri Hishammuddin Tun Hussein at Putrajaya.

During the meeting, Malaysian Defence Minister expressed his desire to expand the range of defence collaboration, mutually benefitting from each other’s experience and professional skills.

He reiterated that the spirit of cooperation will be helpful in strengthening the existing relationship between the two armies evolving into a long term strategic partnership, said the ISPR statement.

According to the PM House statement, the Pakistan Navy warship is a 17,000-ton fleet tanker built in collaboration with M/s STM of Turkey under the ambit of Ministry of Defence Production and the Pakistan Navy.

The fleet tanker "will play an important role in catering to the needs of Pakistan Navy in meeting its logistic needs".

"The fleet tanker is a true testament of our efforts towards indigenization and self-reliance, and enhanced collaboration with our brothers in Turkey. The design of this ship by Turkey and its construction by Pakistan's skilled manpower at Karachi Shipyard and Engineering Works (KS&EW), manifest an excellent combination to achieve indigenization through joint ventures with brotherly countries," said the statement.

The PM House said the fleet tanker's double-hull design would provide it with unrestricted entry into any port of the world.

"The design of PN Fleet Tanker (PNFT) is based on contemporary trends and is according to Bureau Veritas Rules for the Classification of Naval Ships.

"Pakistan and Turkey are time tested friends. Joint ventures like construction of this Fleet Tanker will further strengthen our mutual bonds characterized by faith, common heritage, shared civilization, and commonality of interests. This initiative will certainly open more opportunities for further cooperation between Pakistan and Turkey in the field of indigenous warship construction and other defense sector products," it said.

The ship is being launched two months ahead of its schedule, it added.

Pakistan shares hit record high; rupee flat, o/n rates fall

KARACHI: Pakistan shares closed at a record high on Wednesday after a decision by the Pakistan Stock Exchange Ltd to offer a stake in the bourse operator received interest from as many as 17 investors, and on gains in refinery stocks, dealers said.

The benchmark 100-share index of the Pakistan Stock Exchange closed up 0.02 percent, or 7.35 points, at 40,057.52, to hit a fresh record closing high.

"Consolidation above 40,000 level continued, market opened on positive sentiment from Pakistan Stock Exchange´s Tuesday´s announcement of getting expressions of interest from investors for divestment; however, profit-taking was seen in the second half, but refinery stocks led the market to close up," said Fawad Khan, head of research at KASB Securities Pvt Ltd.

A total of 17 EOIs were received from foreign and local investors applying under the categories of ´Strategic Investor´, ´Anchor Investor´ and ´Financial Institution´ for a 40 percent stake in the Pakistan Stock Exchange, the bourse operator said in a press release late on Tuesday.

National Refinery Ltd climbed 3.16 percent, Pakistan Oilfields Ltd rose 0.43 percent and Pakistan Refinery Ltd gained 0.64 percent.

The rupee ended flat at 104.67/104.71 against the dollar, compared with Tuesday´s close of 104.67/104.71.Overnight rates in the money market fell to 5.70 percent from Tuesday´s close of 5.85 percent.

PM Nawaz Sharif to visit Karachi on Friday

Ex-Senate chairman?s nephew shot six times: police

ISLAMABAD: The post-mortem report of the nephew former chairman Senate, Muhammad Mian Soomoro has revealed that he was shot six times.

According to the report Barrister Fahad Malik was killed from a gunshot to his right cheek.  Fahad Malik was killed during an armed clash between two groups in Islamabad’s F10/3 sector in the night preceding Monday.

The altercation was initiated at a coffee shop located in sector F-11 and the matter was taken to police, where it was resolved. But, sometime later, an armed clash suddenly broke out at another location in the capital.

Geo News discovered that the actual reason behind the feud was a quarrel between two girls on a social networking site.

The matter involves two groups, one that of Chaudhry Arshad, a property tycoon, and the other headed by Malik Tariq, which happens to be a major trade group of Islamabad.

The two girls involved in the matter belonged to either group. The two sides stayed in unison and were seen at parties together, but, then these two female associates had a heated argument on Facebook, which also dragged in others from either side.

The first altercation between the two groups took place at a coffee shop, but it was ended before the police.

Later, unknown men who arrived in eight vehicles, in support of Chaudhry Arshad's group, intercepted Malik Tariq in sector F 10/3 late on Sunday night. These men were brought by Nauman Khokhar, who is the son-in-law of an under custody accused Taji Khokhar.

The two sides exchanged fire on the spot resulting in the killing of Barrister Fahad Malik, nephew of ex-chairman Senate Muhammad Mian Soomro, who had arrived there for mediation.

Police have registered a case pertaining to the murder of Barrister Fahad Malik and are searching for Chaudhry Arshad and Nauman Khokhar.

 

PCB drafts 11 day-night first class games in domestic season

In an attempt to prepare players for day-night test matches in future, the Pakistan Cricket Board (PCB) has announced to organize 11 day-night first class matches in the upcoming domestic season. 

According to a PCB official, the country’s premier domestic tournament, the Quai-e-Azam Trophy will be played from 1st October till 14th December, 2016 with top 16 first-class teams participating.

A total 69 FC games will be played during the Quaid-e-Azam Trophy, and 11 of them will be under floodlights and will be played with Pink Kookaburra balls.

“For the first time eleven first class matches including final of Quaid-e-Azam Trophy will be played as a day-night match with pink Kookaburra balls in order to help our players get familiarized with such conditions,” said the spokesman of PCB while announcing the schedule of domestic season.

The spokesman further added that PCB has also given a substantial raise in match fees for the players, as well as their daily allowances and other facilities.

The Pakistan Cricket Board has confirmed that it will play a day-night test against Australia later this year at Brisbane from December 15th, while a day-night Test is also proposed for the upcoming home series against West Indies in the UAE in October.

Meanwhile, the PCB has confirmed the domestic calendar for the season with the first major tournament of the season, the national T20 cup commencing from August 25th.

The National T20 cup will be followed by the premier first class tournament “Qauid-e-Azam Trophy” and soon after its conclusion. top eight departmental teams will play National ODI tournament for departments from 17th December 2016.

The National One Day cup for regional teams will be played from 8th to 27th January 2017 while the Pentangular One Day Cup, the “Pakistan Cup” will be played from 11th April to 5th May 2017.

Umer Akmal expressed regret over behaviour: Shahryar Khan

LAHORE: The Pakistan Cricket Board (PCB) has cleared batsman Umer Akmal for selection future cricket series. 

Speaking to the media PCB chairman Shahryar Khan said Umer Akmal had expressed regret over his behaviour and assured there would be no further disciplinary violations.

Khan added that the team’s management had been informed that Akmal could be selected. The PCB chairman further said he had called Akmal for a meeting and would do the same with Ahmed Shahzad.

Speaking to Geo News, Akmal said he was given confidence by the PCB chairman during their meeting. Akmal maintained that he had not done anything but stated that he had promised the PCB chairman that there would be no further violations.

 

UK radical preacher Anjem Choudary convicted for supporting Daesh

LONDON: British cleric Anjem Choudary, who has long been accused of radicalizing young Muslims, was facing jail on Tuesday after being convicted of encouraging support for the Islamic State jihadist group.

The 49-year-old and his co-defendant Mohammed Mizanur Rahman, 33, used a series of talks posted on YouTube to invite backing for the group, and pledged their allegiance to IS leader Abu Bakr al-Baghdadi.

They were convicted of support for a proscribed terrorist organization following a trial in London last month and remain in custody. 

Legal restrictions meant the verdict could not be made public until now.

Choudary is the former head in Britain of Islam4UK or al-Muhajiroun, a now banned group co-founded by Omar Bakri Muhammad that called for Islamic law in Britain.

For two decades, the former lawyer who is of Pakistani descent, managed to stay on the right side of the law.

Judge Timothy Holroyde accused the two men of showing "a grudging compliance" to the legal system, adding: "You have made your disregard for the court abundantly plain."

Among those radicalised by Muhajiroun were the suicide bombers who killed 52 people on London´s public transport system in July 2005, and the men who murdered soldier Lee Rigby in the capital in 2013, police say.

Spreading Hatred 

"These men have stayed just within the law for many years," Commander Dean Haydon, head of counter-terrorism at London´s Metropolitan Police. "But there is no one within the counter-terrorism world that has any doubts of the influence that they have had, the hate they have spread and the people that they have encouraged to join terrorist organizations."

He said the oath of allegiance made in July 2014 was a "turning point", giving police the evidence they needed to prove that the men supported the Islamic State group.

Both men will be sentenced on September 6.

Choudary faces a maximum of 10 years behind bars, although judge Holroyde explained there was "very little in the way of precedent in the way of sentencing".

The father-of-five previously hit the headlines for organising a pro-Osama bin Laden event in London in 2011, and was a member of a group that burned poppies, the symbol of remembrance for deaths in war, during an Armistice Day protest in the British capital in 2010.

The state prosecutor called it a "significant prosecution in our fight against terrorism" and said that the authorities would work with communities to ensure that the guilty men "are not replaced by others spreading hate."

"Both men were fully aware that Daesh (IS) is a proscribed terrorist group, the brutal activities they are carrying out and that what they were doing was illegal," said Sue Hemming, head of counter terrorism at the Crown Prosecution Service.

"Terrorism can have no place in our society and those that encourage others to join such organizations will be prosecuted."

Finland puts idle migrants to pick berries

HELSINKI: After the influx of migrants into Nordic countries since 2015, many have been struggling to accommodate the thousands of asylum-seekers. While most countries are struggling with bureaucratic hurdles, Finland has found a way to engage the refugees.

According to Finnish media reports, while various types of berries are found in abundance berry-picking becomes challenging due to the areas being infested with mosquitoes.

As summer arrived, Finnish food manufacturer Arctic Warriors was facing problems in collecting the thousands of kilograms of spruce tips needed for its new product.

That is when local asylum accommodations stepped in to fill the void with asylum-seekers who had nothing but time on their hands since schools were out for the summer.

?"They were really enthusiastic about the job. Just for the sake comparison: Finnish pickers harvest about 80 kilos of spruce tips on the average, whereas asylum-seekers got over 1,200 kilograms," Arctic Warriors product manager Katja Misikangas told Finnish newspaper Kauppalehti.

In 2015 alone over 32,000 asylum-seekers arrived into Nordic country, due to limited resources not all of them have been enlisted in the country?s employment service register, leaving them with no meaningful employment options.

Earlier, Finland?s Justice Minister Jari Lindström had proposed seasonal jobs such as berry-picking to help accommodate the refugees. The Finnish Interior Minister had also raised the issue highlighting that those on waiting lists should also have the opportunity to do some meaningful work.

While legal hurdles restrict those on waiting lists from engaging in work outside reception centers and often are offered cleaning jobs and maintenance work, the interior minister proposed abolishing the restrictions to benefit from the existing knowledge and skill-set of the asylum seekers.

Animal robbery in Karachi

KARACHI: With Eid-ul-Adha fast approaching, animal robbery is becoming an issue in the provincial capital of Sindh.

Police said 15-20 armed men stole anminals from a farmhouse located in the Korangi Industrial area.  A case of the crime has been lodged and police have started investigation.  

According to initial reports police state that employees of the farmhouse are involved in the crime.

Pakistan clinch second spot in ICC Test rankings

Pakistan has jumped to second position in ICC Test teams ranking after Sri Lanka’s clean sweep of 3-0 against Australia, and is now eyeing the top position in the Test tables for the first time.

Australia started the series against Sri Lanka with 118 rating points on the table, but the clean sweep by Sri Lanka caused a deduction of 10 points from Australia’s credit which pushed them down from top to third position on the tables.

Pakistan, with 111 rating points, is now placed at second position on the charts which is, at the moment, led by India with 112 points.

For Misbah and co, this is second time in less than a year that they have reached the second spot in ICC Test team rankings, last time they reached the second position after defeating England 2-0 in Test series last year in the United Arab Emirates.

And now, Pakistan is eyeing the top position on the tables for the first time in history, but to achieve this Pakistan will be banking on the result of Port Of Spain Test between Pakistan and West Indies.

If India fails to win the final Test against West Indies at Port of Spain, it will slip down to the second position and Pakistan will become the top ranked test side.

Investigation for Panama Leaks should begin from PM: Aitezaz Ahsan

ISLAMABAD: Pakistan People’s Party parliamentarian Aitezaz Ahsan said on Wednesday that investigation for the Panama Leaks should begin from the Prime Minister.

Speaking to the media after his meeting with Speaker National Assembly Ayaz Sadiq, Aitezaz Ahsan said that the opposition had shown flexibility on the issue of terms of reference of the judicial commission which would probe the Panama Leaks. “We agreed to 70 percent of what the government had to say,” he said.

He added that despite eight sittings together the government did not listen to the opposition. “Representatives of the government who attend meetings only want to save the prime minister,” he said.

References for disqualification of the Prime Minister for owning offshore accounts named in the Panama Leaks were heard by the Election Commission of Pakistan today. 

A meeting had been held between Leader of the Opposition Syed Khursheed Shah and federal Finance Minister Ishaq Dar on Tuesday in which both had agreed on the formation of a new law to investigate the Panama Leaks.   

MQM unaffected from ToRs Committee

The Muttahida Qaumi Movement held an emergency press conference at its nine zero headquarters. During the meeting the party decided to remain silent over the ToR issue. 

The party's top leadership Rabita Committee placed a ban on its political activities for an unspecified period of time.

Turkey to release 38,000 jailed for pre-coup crimes

ISTANBUL: Turkey on Wednesday said it would free 38,000 prisoners not linked to the failed coup in a move apparently aimed at releasing pressure on prisons cramped with suspects from the putsch.

The announcement came as Turkey presses on with the biggest purge in its modern history after the failed July 15 coup by rogue elements in the military, whose shockwaves are still being felt one month on.

Justice Minister Bekir Bozdag said in a series of messages on Twitter that the release was "not an amnesty" and the convicts were not being pardoned but released on parole.

It will not apply to convicts guilty of murder, terrorism or state security crimes, or the thousands jailed after the putsch which took place on July 15.

"The regulation refers to crimes committed before July 1, 2016. The crimes committed after July 1, 2016 are outside its scope," Bozdag said, adding "As a result of this regulation, approximately 38,000 people will be released from closed and open prisons at the first stage."

The timing means that it is impossible that anyone detained for complicity in the coup can be released as part of the mass parole move.

According to Turkish officials, over 35,000 people have been detained since the coup attempt although almost 11,600 of them have since been released.

Prisons jam-packed

The state-run Anadolu Agency said that as of August 16 there were of 213,499 people in Turkish in prisons while the total capacity was only for 187,351 people.

Prison numbers in Turkey had risen exponentially in recent years but that those detained after the coup still make up a significant proportion of the prison population.
It is likely that releasing convicts not linked to the coup will make room for the alleged coup plotters who still face trials and heavy jail sentences. 

Hurriyet columnist Akif Beki wrote on August 11 that "prisons are jam packed" and asked: "How can that many be arrested without making any space?" he asked.

Bozdag, however, did not outline his reasoning for the move.

Turkey is in the throes of a three-month state of emergency imposed after the coup, which the authorities describe as an attempt by the US-based preacher Fethullah Gulen to oust President Recep Tayyip Erdogan from power.

Gulen vehemently rejects the charges but Turkey has embarked on a relentless drive to expel what Erdogan calls his "virus" from all public institutions.

In the latest move Wednesday, the authorities fired another 2,692 civil servants mostly from the police, the official gazette announced. Some 75,000 people have already been dismissed from their jobs over alleged links to Gulen.

Biden to visit

Turkey has pressed the United States to extradite Gulen to face trial back home, with Turkish prosecutors already demanding a symbolically tough punishment of two life sentences and 1,900 years in jail.

US Vice President Joe Biden will travel to Ankara next week, the White House announced, in the highest ranking visit to Turkey by any Western official since the coup.

Turkey has been deeply upset by what it has described as the lack of solidarity shown by Western leaders in the wake of the coup and is sure to press Biden on the extradition issue.

With concern also surging over the authorities´ attitude on press freedom, security forces sealed and raided the premises of the pro-Kurdish daily Ozgur Gundem following a court order to shut it down.

A Turkish official said that the closure had nothing to do with the state of emergency but because the court found the paper was acting as a mouthpiece for the outlawed Kurdistan Workers Party (PKK).

But Ozgur Gudem said in a statement on its website that two dozen people were detained in the police raid on its offices. Meanwhile its board member Asli Erdogan -- a prominent writer -- was detained in a police raid on her home, Turkish media said.

Canadian police call for access to internet passwords

OTTAWA: Canadian police chiefs on Tuesday called for the government to adopt a law that could force a person to reveal an online encryption key or password in the interests of public safety.

The Canadian Association of Chiefs of Police (CACP) adopted the resolution at an annual meeting in Ottawa, citing the technological and legal challenges of obtaining digital evidence while protecting individual liberty.

In a statement, the CACP said it "urges the government of Canada, for the purpose of community safety, to identify a legislative means for public safety agencies inclusive of law enforcement, through judicial authorization, to compel the holder of an encryption key or password to reveal it to law enforcement."

Though the previous conservative government adopted in May 2015 a controversial anti-terrorism law allowing unusual control of the internet, a person still cannot be forced to reveal a password.

The Canadian Supreme Court in June 2014 ruled that anonymity on the internet is a right and that police must have a legal order to demand that internet service providers release information on certain customers.

The government of liberal Prime Minister Justin Trudeau did not immediately comment on the police chiefs´ request. Before he was elected, Trudeau had worked to amend the anti-terrorist law.

Speaker National Assembly sent a note saying ?please no? to Mehmood Achakzai, sources said, following which the speaker read a presidential order adjourning the session for an indefinite period of time.

Mehmood Khan Achakzai had come to the National Assembly with documents to defend his statement regarding the Quetta blast, according to sources.

He reportedly had record of Chaudhry Nisar?s criticism of security agencies when he was opposition leader.

Achakzai had sparked fresh controversy earlier this month when, speaking on the floor of the National Assembly he had blamed the failure of the intelligence agencies for the deadly Quetta blast which claimed over 70 lives.

He had called for Prime Minister Nawaz Sharif to use the Quetta blast as a test case and give the civilian and military intelligence agencies a timeframe.

The commission ordered issuance of a notice to the Balochistan-based Pakhtun nationalist leader in which he has been asked to explain his position before the Election Commission.

It is alleged that Achakzai during his recent speech after the Quetta terrorist attack tried to bring the national security institutions to disrepute.

The petitioner argued that his speech was in total negation of Article 19 of the Constitution, which bars criticism of the armed forces and other security institutions. He sought disqualification of Mehmood Achakzai, whose party is in the ruling coalition in Balochistan.

FPCCI expresses serious concern on dwindling exports

ISLAMABAD: Federation of Pakistan Chambers of Commerce & Industry (FPCCI) has said that falling exports and deteriorating remittances was alarming for the government.

Chairing the business advisory meeting, FPCCI Vice President Riaz Khattak said Pakistan forex reserves are under pressure as exports and remittances continue to fall while imports are growing; our exports fell by seven percent in July as compared to the exports of July last year.

He said this situation demands extra attention to the dwindling export sector that holds pivotal position, adding that despite incentives given to exporters in the budget, the performance of inept export managers of TDAP was visible.

Similarly among the many factors responsible for our dismal exports, decades of protectionist policies have rendered local industry uncompetitive and inefficient. A protectionist policy works if it protects an infant industry; but protecting mature industries simply does not make sense and is not sustainable. 

Even with infant industries, there should be solid plans to develop them, invest in their infrastructure, assist them by driving innovation like in the sectors of horticulture and minerals; he added.

We may realized that India has used protection polices very effectively and now their exports nearly $300 billion. Their exports were just $23 billion two decades ago, and have grown 15% per annum on average.

On the issue of shifting the office of TDAP, Riaz Khattak said the early shifting of the TDAP?s head office to Islamabad is the need of the day, as the business community belonging to the other provinces had to face great difficulties while visiting the TDAP head office; only its Regional Office in Karachi would be sufficient.

He added that the businessmen from Punjab, KPK and Gilgit Baltistan do not have easy access to TDAP head office in Karachi, due to the distance getting their cases cleared for participating in the international trade fairs and exhibitions and in finding amicable solutions for their business problems in this regard was coming across as a great ordeal.

VP FPCCI seconded the government proposal of shifting the Trade Development Authority of Pakistan´s (TDAP) head office from Karachi to Islamabad to facilitate the business community, as well as enabling proper check and balance and execution of trade policies in a timely manner, in line with the prime minister?s vision. 

He also rejected the notion that the decision would serve as a catalyst for a further drop in exports.

India declines Pakistan's offer for talks on Kashmir

NEW DELHI: The Indian High Commissioner declined Pakistan's invitation to hold special talks on the issue of Kashmir. 

Pakistan’s Foreign Secretary had invited India to hold talks over the Kashmir issue. Refusing the offer the Indian High Commissioner replied in a letter that Kashmir was India’s internal issueâ€"a stance it has maintained for decades.

India is not ready to be part of negotiations over Kashmir, the letter said.

Protests in occupied Kashmir have erupted ever since the killing of freedom fighter Burhan Wani last month.

Thousands of Kashmiris took to the streets to voice their desire for freedom. Atrocities by Indian security forces have claimed the lives of more than fifty people while five thousand people have been injured. 

Pakistan had urged the international community time and again to dissuade the Indian government from committing excesses in occupied Kashmir. Thousands of Kashmiris marked India’s Independence Day as Black Day. 

Pakistan switch to one-day mode against Ireland

MALAHIDE: It´s all change for Pakistan as they return to white-ball cricket for two one-day internationals against Ireland in Malahide near Dublin, starting on Thursday, ahead of their five-match series with England.

Only six of the players who took part in the exciting Test series in England -- which they drew 2-2 with a four-day victory at The Oval on Sunday -- stay on for the ODIs, in a 15-man squad captained by Azhar Ali.

Sami Aslam, Mohammad Hafeez and Azhar are the only specialist batsmen who keep their places along with Mohammad Amir, Wahab Riaz and Yasir Shah, but it is the return of pace bowler Umar Gul which has been the major talking point.

Gul, 32, who played against Ireland in Pakistan´s shock World Cup defeat back in 2007, has not played 50-over cricket for 16 months but his experience of English conditions has seen him replace the giant Mohammad Irfan.

The only uncapped player in the squad is also a seam bowler, 22-year-old Hasan Ali who impressed in England in the recently completed Pakistan A tour from which slow left arm all-rounder Mohammad Nawaz has also been promoted, hoping to add to his two T20 internationals.

Ireland were dealt a huge blow on Tuesday with the news that former England pace bowler Boyd Rankin has not only been ruled out of the series but the rest of the season, including the ODIs in Benoni at the end of next month against South Africa and Australia.

Rankin suffered a fracture of his left leg, when training for Warwickshire´s ongoing English County Championship game against Surrey, which has ruled him out of action for at least eight weeks.

Ireland have decided not to replace Rankin in their 14-man squad, happy with the return of Craig Young, following elbow surgery and the impressive ODI debut of Durham´s Barry McCarthy in the recent series against Sri Lanka.

Thursday´s game will be the seventh ODI between the teams and the side batting second has never lost.

Pakistan have won four, most recently in the final World Cup group game at Adelaide last year by seven wickets when both Ireland captain William Porterfield and Sarfraz Ahmed scored centuries.

Ireland, famously, knocked Pakistan out of the 2007 World Cup at Sabina Park, Jamaica, winning by three wickets.

The teams tied the first game in the last series in Ireland in 2013, the only other time Pakistan have batted first.

Meet 1RIC, the young Pakistani making waves abroad

It is always an exciting feeling to see Pakistanis excel at international platforms, showcasing the talent seeping through the country and making it proud. Stories of such individuals are what we draw inspiration from, and in times when Pakistan is in the news for the wrong reasons and there is nothing to do but despair, such stories give people hope and remind them that hard work and determination will get you results no matter where you are from. This is just such a story of a 20 year old Pakistani, going by the pseudonym 1RIC, but known as Asad Jamal Malik to his friends and family.

Born in Abbottabad, and having spent most of his life living in Khewra, Asad discovered the internet at the age of 12 and responded by creating his very own website. Having never left the country, his website provided him access beyond the borders of Pakistan, while positive responses from people on the internet boosted his confidence and encouraged him to keep pursuing his vision. His desire to interact with the international community led him to pursue a scholarship, which he was awarded at the age of 16, allowing him to study in the Netherlands. Instead of taking his time to benefit only himself, Asad chose to become a part of the community and became involved in various projects, such as joining the TEDx program and getting involved in a project known as Project Unify. Talking to us about Project Unify, Asad described it as a web based peace initiative consisting of people from all over the world writing to remove misconceptions about their country. His involvement with TEDx led him to travel to Libya last year, where he gave a talk on ?Teenage optimism.?

His arrival there coincided with the Libyan Civil War, but instead of leaving in midst of the turmoil and instability, Asad decided to stay on and spent the next two months working with the best architect of the country to set up Libya?s first Human Centered Design Academy. Taking a year off after school to work for his company and on an app called ?Noema?, Asad now lives in Vermont, US where he studies on a scholarship at Bennington College, a liberal arts school.

1RIC creates Aurelia

What drew our attention to Asad is his latest project Aurelia, which can be found on his website, titled 1RIC. Explaining the meaning behind the title, Asad says, ?1RIC is my pseudonym and that?s what I want to be known as on the Internet. I actually took 1RIC from the English word oneiric, which means relating to a dream or dreaming. Under 1RIC I want to be working on artistic projects related to brain computer interfacing and Aurelia is the first one.? Aurelia, a unique art project describing his emotional state via scans of his brain, is the result of combining Asad?s technological interest with his artistic abilities. He uses a brain scanner to map the activity in his brain, taking note of his emotional state and facial movements. He then wrote software that studied this data and amalgamated it into images, in order to ignite feelings of empathy and an understanding of his emotional state in the audience.

In a conversation with Geo.tv, Asad described the inspiration behind Aurelia: ?The idea behind Aurelia was that I wanted to create visuals and images, which are trying to communicate something from my brain directly. Because over the years there have been painters like Mark Roscoe, who would paint really big canvases of colour and they would eventually look like different box of colours. These boxes are supposed to represent emotional states or thoughts. A lot of people who see these paintings, they start crying because it communicates what he was trying to get across with colours.?

What intrigues Asad is the communication of feelings from his brain to a paintbrush that creates an image, allowing people to view his emotions as an art form. ?For me eliminating that paint brush is more interesting, the direct communication of one mind to another. That?s the concept that I have worked with on Aurelia.?

When asked how he gets access to the kind of resources needed for a project such as this one, he responds, ?I have a brain scanner. I just invest in these kinds of things. I participated in a state wide Hackathon, we won and received $2000 for it and I used it to buy a brain scanner and now I am working with it.?

Speaking of projects he would like to dabble with in the future, he states, ?Right now what I am trying to focus on are two things: Augmented Reality and Brain Computer Interfacing, and I am trying to look at both of them from a design and art perspective. What I would like to work on is: what are the future platforms for computing? Today smart phones are a platform that is more user-friendly, but the next computing platforms, at least in my opinion, are augmented reality. Where we are not limited to screens and small flat surfaces, hence that side is very interesting and I definitely want to be exploring that.?

What keeps Asad so motivated at such a young age, you wonder? His passion for knowledge and his inquisitive mind, ?My long term goal is to know everything in the universe. I am just really interested in technology. The major thing that differentiates humans from animals is technology. We are constantly evolving technologically and you have to frequently sit down and ask questions like where is technology taking us? Since it?s moving very quickly. The best we can do is influence the path that it takes. The reason why I want to know everything is because I want to influence the path that it leads us to.?

It?s inspiring to see a young Pakistani creator in a world where the internet has become a necessity. His message to people who want be creators and exploit the wonders of the internet? ?People need to realize that the barrier to create is very low these days.? Given that the internet provides everyone an equal platform to give their two cents and launch projects of their own, we can only hope that more people follow Asad and get on board the technology train.
