Erdogan says to close military schools, rein in armed forces

ANKARA: Turkey will shut down its military academies and put the armed forces under the command of the defense minister, President Tayyip Erdogan said on Saturday in a move designed to bring the military under tighter government control after a failed coup.

The changes, some of which Erdogan said would likely be announced in the government's official gazette by Sunday, come after more than 1,700 military personnel were dishonorably discharged this week for their role in the abortive July 15-16 putsch.

Erdogan, who narrowly escaped capture and possible death on the night of the coup, told Reuters in an interview last week that the military, NATO's second-biggest, needed "fresh blood". The dishonorable discharges included around 40 percent of Turkey's admirals and generals.

Turkey accuses US-based Islamic cleric Fethullah Gulen of orchestrating the putsch, in which a faction of the military commandeered tanks, helicopters and fighter jets and attempted to topple the government. Erdogan has said 237 people were killed and more than 2,100 wounded.

Gulen, who has lived in self-imposed exile in the United States for years, denies the charge and has condemned the coup. So far, more than 60,000 people in the military, judiciary, civil service and schools have been either detained, removed or suspended over suspected links with Gulen.

Turkey's Western allies condemned the attempted putsch, but have been rattled by the scale of the resulting crackdown.

"Our armed forces will be much stronger with the latest decree we are preparing. Our force commanders will report to the defense minister," Erdogan said in an interview on Saturday with A Haber, a private broadcaster.

"Military schools will be shut down... We will establish a national defense university."

He also said he wanted the national intelligence agency and the chief of general staff, the most senior military officer, to report directly to the presidency, moves that would require a constitutional change and therefore the backing of opposition parties.

Both the general staff and the intelligence agency now report to the prime minister's office. Putting them under the president's overall direction would be in line with Erdogan's push for a new constitution centered on a strong executive presidency.

Erdogan also said that a total of 10,137 people have been formally arrested following the coup.

Military stretched 

The shake-up comes as Turkey's military - long seen as the guardians of the secular republic - is already stretched by violence in the mainly Kurdish southeast, and Daesh (Islamic State) attacks on its border with Syria.

The army killed 35 Kurdish militants after they attempted to storm a base in the southeastern Hakkari province early on Saturday, military officials said.

Erdogan said he planned to thin the numbers of the gendarmerie security forces widely used in the fight against Kurdish militants in the southeast, although he said they would become more effective with better weaponry and he promised to continue the fight against Kurdish insurgents.

Separately, the head of the pro-Kurdish opposition told Reuters that the government's chance to revive a wrecked peace process with Kurdish rebels has been missed as Erdogan taps nationalist sentiment to consolidate support.

State-run Anadolu Agency reported that 758 soldiers were released on the recommendation of prosecutors after giving testimony, and the move was agreed by a judge.

Another 231 soldiers remain in custody, it said.

 

'Shameful'

Erdogan, meanwhile, has said it was "shameful" that Western countries showed more interest in the fate of the plotters than in standing with a fellow NATO member and has upbraided Western leaders for not visiting after the putsch. U.S. chairman of the Joint Chiefs of Staff Joseph Dunford, a top military official, is due to visit Turkey on Sunday.

In an unexpected move, Erdogan said late on Friday that as a one-off gesture, he would drop all lawsuits filed against people for insulting him. He said the decision was triggered by feelings of "unity" against the coup attempt.

It could also be aimed at silencing his Western critics. Prosecutors have opened more than 1,800 cases against people for insulting Erdogan since he became president in 2014, the justice minister said earlier this year. Those targeted include journalists, cartoonists and even children.

It was not immediately clear whether Erdogan would also drop his legal action against German comedian Jan Boehmermann, who earlier this year recited a poem on television suggesting Erdogan engaged in bestiality and watched child pornography, prompting the president to file a complaint with German prosecutors that he had been insulted.

European leaders worry that their differences with Erdogan could prompt him to retaliate and put an end to a historic deal, agreed in March, to stem the wave of migrants to Europe.

"The success of the pact so far is fragile. President Erdogan has several times hinted he wants to terminate the agreement," European Commission President Jean-Claude Juncker told Austria's Kurier newspaper in an interview, when asked if the pact could fall apart. [L8N1AG09T]

Erdogan criticized the European Council and the European Union, which Turkey aspires to be a part of, for failing to visit to offer condolences, saying their criticism was "shameful".

Erdogan has called on Washington to extradite Gulen. Turkish officials have suggested the United States could extradite him based on strong suspicion, while President Barack Obama last week insisted Turkey must first present evidence of Gulen's alleged complicity.

Court reporters

On Saturday, 56 employees of Turkey's constitutional court were suspended from their jobs as part of the investigation into the alleged coup, private broadcaster Haberturk TV reported.

Among those, more than 20 court reporters were detained, it reported.

The number of public sector workers removed from their posts since the coup attempt is now more than 66,000, including some 43,000 people in education, Anadolu reported on Friday.

Interior Minister Efkan Ala said more than 18,000 people had been detained over the failed coup, and that 50,000 passports had been canceled. The labor ministry said it was investigating 1,300 staff over their possible involvement.

Erdogan has said that Gulen harnessed his extensive network of schools, charities and businesses, built up in Turkey and abroad over decades, to create a "parallel state" that aimed to take over the country.

The government is now going after Gulen's network of schools and other institutions abroad. Since the coup, Somalia has shut two schools and a hospital believed to have links to Gulen, and other governments have received similar requests from Ankara, although not all have been willing to comply.

AJK Assembly to elect PM today

MUZAFFARABAD: The Azad Jammu and Kashmir Legislative Assembly will elect the leader of the house on Sunday, for which the Pakistan Muslim League-Nawaz (PML-N) has already nominated Raja Farooq Haider Khan.

Apart from the ruling PML-N’s candidate, Chaudhry Yasin from Pakistan People’s Party (PPP) and Pakistan Tehreek-i-Insaf’s (PTI) Devan Ghulam Mohiuddin also submitted their papers for nomination.

The Election Commission of Pakistan (ECP) has issued a schedule for selection of the AJK president as well. The papers for presidency would be submitted on August 11 at 10 AM, where scrutiny of the papers would be carried out on the same day.

The papers for nomination could be taken back till 12 PM on August 11. Polling would begin on August 15, from 10 AM to 3 PM.

PML-N’s candidate Farooq Haider has served as prime minister earlier, and he is currently president of the PM-N AJK chapter.

On Saturday, Pakistan Muslim League-Nawaz (PML-N) candidate Shah Ghulam Qadir and Sardar Farooq Tahir were elected as the Speaker and Deputy Speaker of the Azad Jammu and Kashmir Legislative Assembly.

According to the official results of the AJK polls on July 21, PML-N had emerged as front-runner in the polls for AJK Legislative Assembly with 31 seats to its credit.

Prime Minister Nawaz Sharif following his party’s major win, had directed the members of the AJK Legislative Assembly that the new government in the state should work for strong, transparent, corruption free administration, which must guarantee a system that is based on merit.

 

 

Afghan Taliban delegation visits China to discuss unrest -sources

PESHAWAR: A delegation from the Taliban visited China earlier this month to discuss the situation in Afghanistan, where the insurgent movement is fighting the Western-backed government in Kabul, sources in the Taliban said.

A delegation led by Abbas Stanakzai, head of the Taliban´s political office in Qatar, visited Beijing on July 18-22 at the invitation of the Chinese government, a senior member of the Taliban said.

"We have good terms with different countries of the world and China is one among them," said the Taliban official, who spoke on condition of anonymity.

"We informed Chinese officials about the occupation by invading forces and their atrocities on Afghan people," he said.

"We wanted the Chinese leadership to help us raise these issues on world forums and help us get freedom from occupying forces."

The visit was confirmed by other senior Taliban figures who did not want to be named because they were not authorized to speak on behalf of the Qatar political office.

The Chinese foreign ministry did not immediately respond to a request for comment.

Along with Pakistan, the United States and Afghanistan itself, China is a member of the four-country group that tried to restart peace talks with the Taliban earlier this year.

That effort never got beyond exploratory talks between the countries themselves and appeared to break down definitively when former Taliban leader Mullah Mohammad Akhtar Mansour was killed in a US drone strike in Pakistan in May.

However in public statements, the Taliban have said that they wish to have good relations with Afghanistan´s neighbours, many of which are concerned at the threat of local separatist militant movements.

China has long been concerned that instability in Afghanistan will spill over into the violence-prone far western Chinese region of Xinjiang, where hundreds have died in recent years in unrest blamed by Beijing on extremists.

7 'militants' killed in CTD Sheikhupura operation

SHEIKHUPURA: The Counter Terrorism Department (CTD) claimed on Sunday to have killed seven terrorists during an operation in Punjab's Sheikhupura.

An exchange of fire took place between the CTD personnel and militants in Char Chak Risala, during which seven militants  were killed and three were successful in escaping, the CTD informed.

The area has been cordoned off in order to arrest the fled militants, the CTD added.

The killed terrorists belonged to a banned militant outfit, claimed the CTD.

The suspects allegedly had plans to launch terror attacks in Lahore and Sheikhupura.

The CTD said explosive material, hand grenades, a Kalashnikov, three motorcycles and maps of sensitive installations were also recovered in the operation.  

Constitution gives federation full authority to extend powers

ISLAMABAD: The federal government has sweeping authority under the Constitution to extend the policing powers of the Rangers in Sindh for continuation of the ongoing targeted operation against criminals without even the consent of the provincial administration.

The federal government is armed with the massive powers to take steps to protect every province against external aggression and internal disturbances despite the much-touted 18th Amendment.

When Interior Minister Chaudhry Nisar Ali Khan talks about “other options” to exercise if the Sindh government doesn’t extend the Rangers’ policing powers, he has in mind three constitutional articles 147, 148 and 149 that bestow on the federal government the requisite powers.

Although the legal cover for the Rangers’ successful campaign against target killers, kidnappers for ransom, extortionists, terrorists and mafias in Karachi expired on July 19, the Sindh government is yet to renew it, with the federal authorities being deeply concerned over the unnecessary dilly-dallying. On his first day in office, new Chief Minister Murad Ali Shah was apparently non-committal on giving a specific time to extend the powers of the paramilitary force and stated that he would look into the matter in a couple of days. However, Chaudhry Nisar hoped that the new man would extend the Rangers’ power in a couple of days. He was perturbed over making the issue of extension controversial for political expediency and not due to the performance of the paramilitary force every time its policing powers expire.

Although grave rows had hit the matter for more than once since the Rangers launched the concerted operation and produced results, yet at the end of the day the Sindh government had been extending the powers of the force. Therefore, not even has the federal government invoked any of the three constitutional articles to keep the Rangers in place in Sindh for the job assigned to the force.

The Constitution is absolutely explicit about the powers of the federal government vis-à-vis provinces. Article 147 says notwithstanding anything contained in the Constitution, a provincial government may, with the consent of the Federal Government, entrust, either conditionally or unconditionally, to the Federal Government, or to its officers, functions in relation to any matter to which the executive authority of the Province extends provided that the Provincial Government shall get the functions so entrusted ratified by the Provincial Assembly within sixty days.

The following article reads: The executive authority of every Province shall be so exercised as to secure compliance with federal laws which apply in that Province. In the exercise of the executive authority of the Federation in any Province regard shall be had to the interests of that Province. It shall be the duty of the Federation to protect every Province against external aggression and internal disturbances and to ensure that the Government of every Province is carried on in accordance with the provisions of the Constitution.

Article 149 says the executive authority of every Province shall be so exercised as not to impede or prejudice the exercise of the executive authority of the Federation, and the executive authority of the Federation shall extend to the giving of such directions to a Province as may appear to the Federal Government to be necessary for that purpose.

The executive authority of the Federation shall also extend to the giving of directions to a Province as to the construction and maintenance of means of communication declared in the direction to be of national or strategic importance.

The executive authority of the Federation shall also extend to the giving of directions to a Province as to the manner in which the executive authority thereof is to be exercised for the purpose of preventing any grave menace to the peace or tranquility or economic life of Pakistan or any part thereof.

Rangers? powers issue to be resolved in a day or two: Murad

KARACHI: Chief Minister Syed Murad Ali Shah will consult his cabinet about the extension in the special policing powers of the Sindh Rangers and their stay in the province, a Sindh Chief Minister House spokesman said on Saturday.

A spokesman for the CM House said the chief minister had not yet taken any decision on signing or not signing the summary pending with him seeking extension in the special policing powers of the Sindh Rangers in Karachi under the Anti-Terrorism Act. 

“News reports making the rounds that the new Sindh CM has signed the summary to this effect are not true,” said the spokesman.

Later talking to newsmen after visiting the Mazar-e-Quaid along with his cabinet members, Murad Ali Shah said the issue of delegating special policing powers to the Sindh Rangers would be resolved soon.

The maiden meeting of the new cabinet was held late on Saturday evening with Syed Murad Ali Shah in the chair but as such the special powers issue was not discussed, said the spokesman.

The chief minister said former chief minister Syed Qaim Ali Shah had done some work on the summary.

“I will look into it either today or tomorrow and as such this issue would soon be resolved. They (the Rangers) are working with us and for us,” said Murad.

Replying to a question, he lauded the services and sacrifices rendered by the Sindh Rangers and condemned the attack on them in Larkana. 

Murad Ali Shah said he had directed the IGP to arrest the terrorists behind the incident. 

“I want to see the terrorists behind bars. The police action must be very visible in this regard,” he said.

The chief minister said over Rs49 billion of a development budget had been released by July 22 which was a record in the history of Sindh. 

“This shows how much attention I am giving to development.”

Murad said he had announced his priorities on the floor of the house in his first speech soon after taking the vote of confidence. 

“The priorities are the same â€" the best law and order, good education and best health services.”

Replying to another question, he said the new cabinet would perform well. “We all as a team would deliver; I assure the people of Sindh and also thank them for supporting the PPP,” he said.

Meanwhile, presiding over his first cabinet meeting at the CM House Saturday evening, Murad said there was a perception of corruption and bad governance in Sindh.

“We have to remove this perception collectively by establishing good governance; it is not a big deal, but we just have to be honest in our work and actions.”

He said there were some big challenges for his government - the foremost challenge was to remove the perception of corruption and bad governance in Sindh. 

“We are accountable to the people, we are accountable to our party leadership and on top of it we are accountable to Allah Almighty; therefore, our actions and performance must be transparent,” he said.

“If we work with dedication and honesty in the interest of the people of Sindh, nobody would raise his finger at us,” he said.

Syed Murad Ali Shah said merit in every sector was his top priority. 

“If you take decisions on merit it will brush aside all the wrong impressions and propaganda,” he said.

He assured all the ministers that he would delegate full powers to them and give them a free hand to perform in the larger interest of the province. 

“When I will give you a free hand, I will definitely expect the best results,” he said.

The chief minister directed his cabinet to visit police stations, hospitals, schools and other provincial offices and then send their findings/reports to the ministers concerned.

“This kind of collective effort would improve the performance of government departments.”

The chief minister urged all his cabinet members to be punctual in attending their offices and dealing with the public.

“If you start your day well on time, you will deliver better,” he said, adding that it had been his practice and experience.

He also directed all the ministers to ensure discipline in their departments. 

The cabinet members expressed their full confidence in the chief minister and assured him that they would follow his policies and guidelines. 

Earlier in the day, presiding over a meeting of secretaries and heads of government departments at the CM House, the chief minister gave his policy line which includes good governance, rule of law, merit-based transfers and postings and public-welfare oriented policies.

In his opening remarks, the chief minister said the secretaries and heads of departments were his arms and eyes.

“You have to implement the government policies and make them successful in terms of completing development projects on time and with the best quality,” he said.

The chief minister said his top priority was the right man for right job â€" this means there would be merit in each and everything.

“You (the secretaries and heads of departments) are the most experienced bureaucrats; I know most of you for the last eight years ever since I have joined politics. Most of you have worked with me and I know you are the best officers, therefore, I am expecting your helping hand for the reduction of poverty and unemployment,  providing the best education and health services.”

He said the people of Sindh always supported the PPP. “Almighty Allah has given me an opportunity. It is my main responsibility to repay them by giving them a safe and secure Sindh, good education and the best health services  for which your support is very important,” he said and urged them to “take care of my people’.”

PPP not to tolerate delinquency on part of any minister, Bilawal tells Murad

KARACHI: Pakistan People’s Party (PPP) chairman Bilawal Bhutto Zardari on Saturday said he and the party will not tolerate any delinquency on the part of any minister and asked for fullest utilisation of all available resources to deliver to the people of Sindh and mitigate their sufferings.

Talking to the Chief Minister Syed Murad Ali Shah along with his newly-inducted Sindh cabinet members at Bilawal House, Bilawal said that projects and work left at half by the previous cabinet should be completed to move forward the process of development and progress in the province.

PPP Chairman stressed that new Sindh cabinet should prepare strong homework for implementation of devolution of ministries and powers to the provinces under the 18th amendment. Seeking equitable share in the federal divisible financial resources and ideas to improve provincial revenue generations without burdening common men should also be among the top priorities, he stressed.

PPP chairman said that law and order, health and education sectors need special attention for they affect directly the common people.

He said that collective wisdom of the newly-elected Local government may also be harnessed for restoring the civic amenities.

On this occasion, Murad Ali Shah along with cabinet members pledged to give maximum performance as per the confidence showed by the party leadership and expectations of the people of Sindh.

Earlier, Bilawal congratulated the newly-inducted members of Sindh cabinet and hoped that they will make all possible efforts to implement the PPP policies for the betterment of masses and the province.

Condemning the bomb blast in Larkana, in which a Rangers personnel Shahid Siyal was martyred and several others were injured; PPP chairman, Chief Minister and his cabinet members also offered prayers for the departed soul.

Bilawal Bhutto Zardari directed the chief minister to arrange best possible medical treatment for all those injured in Larkana blast.

Geo News being restored to its original number, says chairman PEMRA

ISLAMABAD: Chairman Pakistan Electronic Media Regulatory Authority (PEMRA) Absar Alam has said that the TV channels including Geo News that were moved to last numbers in Karachi were being restored to their original position.

Talking to Geo News, he said that action was being taken as per PEMRA Ordinance.

He said that licensed channels and cable operators should submit their written complaint; the authority would help resolve the issue as per its jurisdiction.

Chairman PEMRA further said that PEMRA doesn’t have any issue with anyone; they only seek implementation of rule of law in the country.

In another attack on the freedom of the media, the leading news channel was taken out of the access of people in the provincial capital Thursday night by moving it to the last numbers which made it totally inaccessible in many areas.

PEMRA on Friday sought the assistance of the federal government and local law enforcement agencies to act against those cable operators who have resorted to illegal disruption the channel in Karachi.

Earlier today, Electronic and print media journalists held protest rallies in several cities of the country against the illegal disruption on cable networks in the metropolis.

Protesting journalists and civil society members in large numbers started a protest rally from the offices of Geo TV at II Chundrigar Road, marching to the Karachi Press Club where a protest meeting and demonstration was held.

Similar protest rallies were held in Islamabad, Multan, Peshawar, Quetta, Faisalabad, and other cities.

Civil society and journalists across the country have condemned the disruption of Geo News position on TV cable networks in Karachi.

Supreme Court Bar Association’s former president Asma Jahangir has said that this is not the first time such treatment has been meted out to Geo News.

She said the Supreme Court, Lahore High Court and Islamabad High Court have already given their verdicts, directing Pemra to take action against those who indulge in such unlawful activities.

PEMRA had given this commitment in the courts that it would monitor the cable operators and take action against such cable networks, she added. It is a violation of the law and PEMRA should take action in this regard, she said.

Senior analyst Imtiaz Alam, who is also the secretary general of South Asian Free Media Association (SAFMA) said that pushing Geo to last numbers on cable was an attack on the independence of the media. It is like exploiting the organization economically so that it is closed down ultimately.

He said in a statement that Geo and Jang Group is again under attack as Geo broadcasts have been placed in the oblivion of tail enders â€" a typical method of throwing you out of the market and denying people's right to know.

Geo and Jang had come under attack two years earlier â€" but it survived despite incurring huge losses that have not yet been covered. It's again being financially strangulated by curtailing its outreach in Karachi and elsewhere.

The management was and is under tremendous pressure to compromise its freedom of expression and editorial autonomy. It is being pressurized to change its stance over the issues of democracy, fundamental rights and policy issues.

Unfortunately, the elected governments are not taking a firm stand against the unlawful encroachments and diminishing of media freedom. If the politicians think that democracy will survive after the muzzling of press freedom, they live in fool's paradise.

Commenting on pushing Geo to last numbers on cable, central convenor of Council of All Pakistan Press Clubs Arshad Ansari said that all journalists were with Geo News, because the channel did not terminate even a single worker despite facing curbs and problems.

 

Senior analyst Najam Sethi said that the timing of the current attack was very dangerous. Doing such a thing with Geo shows that a conspiracy is being hatched against the channel and gagging Geo is like silencing the biggest voice of the media, he added.

 

 

 

 

Samia?s first husband was booked for attempted murder in 2010: reports

JHELUM: An attempted murder case was registered against British national Samia Shahid’s first husband Chaudhary Shakeel in 2010, reports said on Saturday.

According to details, the case was registered in Dina Mangla police station over a land dispute.

Earlier, investigation team including DIG Abu Bakr Khuda Bux, SSP Khalid Bashir and SP Abdul Rab Chaudhary reached Jhelum today.

The team questioned the suspects and also inquired about the progress of the case with former investigating officers.

The team also took custody of the records regarding the case.

Yesterday, documents obtained by Geo News revealed that Samia Shahid had taken divorce from her first husband before marrying Syed Mukhtar Kazam.

The divorce took place in Britain and the nikkah ceremony was held in Jhelum, according to the documents.

It is understood that after marrying Syed Mukhtar Kazam, the couple had faced death threats.

A family source told The News that Samia Shahid’s sister asked her to come to Pakistan citing her father’s illness.

After Samia’s death in mysterious circumstances, her husband was told she died of a heart attack but the parents lodged a statement saying she committed suicide.

Her husband lodged a First Information Report (FIR) in Jhelum alleging foul play. In the FIR seen by The News, the husband alleged that his wife was buried without his knowledge.

 

Criminals to be pursued in all parts of country: DG Rangers

LARKANA: Director General (DG) Rangers Major General Bilal Akbar on Saturday said that the criminals would be pursued and taken into custody in all parts of the country.

Talking to newsmen in Larkana, he said, “We have total backing of federal as well as provincial government.”

Earlier, two cracker bomb explosions near a paramilitary check post killed one Rangers officer and injured 14 others including five Rangers personnel.

According to details, the bomb was placed near a Rangers vehicle.

DG Rangers Sindh Major General Bilal Akbar visited the blast site. He also visited the under treatment personnel at the Chandka Hospital.

No group has claimed responsibility for the attack yet.

 

 

 

Flood water kills 26 wedding guests in Khyber

PESHAWAR: At least 26 people, mostly children, were killed Saturday when a vehicle carrying wedding guests was washed off a mountainous road by floods and flung into a gorge, officials said.

The dead included 18 children and six women.

"Rescue operation has been completed, dead bodies of 26 people had been retrieved," Rahimullah Mehsud, a local government official of Khyber tribal district, where the incident took place, told AFP.

Mehsud earlier said rescue workers and residents were facing difficulties as the "area is remote and mountainous".

The accident happened when a pick-up truck carrying the groom’s party of 29 was hit by floods in a remote village in Khyber, one of Pakistan’s seven tribal districts bordering Afghanistan.

Three people who survived were taken to hospital.

Hekmat Khan, another government official, confirmed the new death toll and told AFP that the child victims were aged up to nine years.

The heavy monsoon rains began earlier this month, drenching the Khyber Pakhtunkhwa and central Punjab provinces, which have been badly affected by flooding in recent years that some scientists have linked to climate change.

Speaker, deputy speaker elected for AJK assembly

MUZAFFARABAD: Pakistan Muslim League-Nawaz (PML-N) candidate Shah Ghulam Qadir and Sardar Farooq Tahir were elected as the Speaker and Deputy Speaker of the Azad Jammu and Kashmir Legislative Assembly here on Saturday.

After taking oath as members, the newly elected AJK Assembly met under the chairmanship of the outgoing Speaker Sardar Ghulam Sadiq Khan and elected Speaker and Deputy Speaker. The oath of one member, Sardar Khalid Ibrahim Khan, could not take place.

PML-N candidate for speakership Shah Ghulam Qadir secured 39 votes out of 40 votes polled, while Muslim Conference candidate Malik Muhammad Nawaz and Pakistan People's Party candidate Aamar Ghafar Lone obtained 3 and 4 votes respectively. Two votes were rejected during polling.

The ruling PML-N candidate Sardar Farooq Tahir won the position of Deputy Speaker by securing 39 votes. His rivals, Sardar Sagheer Chughtai of the Muslim Conference and PPP candidate Shazia Akbar, secured five votes and four votes respectively.

The AJK Legislative Assembly will elect the leader of the house on Sunday (tomorrow) at 10am for which the PML-N has already nominated Raja Farooq Haider Khan.

Govt decides against raising petroleum prices

ISLAMABAD: Federal government has decided against raising the tariffs of petroleum products, said Finance Minister Ishaq Dar on Saturday, despite Oil and Gas Regulatory Authority?s (OGRA) recommendation.

On Friday it was reported that OGRA had put forward a summary to federal petroleum ministry proposing an increase petrol price by Rs2.12.

According to the summary, the authority had recommended increasing the price of kerosene oil by Rs3.94, high-octane by Rs0.60 and high-speed diesel by Rs0.26.

Speaking to reporters in Islamabad, Ishaq Dar said that OGRA?s summary was rejected after Prime Minister Nawaz Sharif directed not to raise the prices.

He said that the current petroleum prices would remain unchanged until August 31, 2016.

Dar further said that petroleum prices in Pakistan were the lowest in the region.

Rangers? powers: Nisar hopes new Sindh CM will remove hurdles

TAXILA: Interior Minister Chaudhry Nisar Ali Khan has expressed confidence that Rangers' stay in Sindh with special powers will be extended within a couple of days.

Addressing a news conference in Taxila on Saturday afternoon, he hoped the matter will be resolved soon as a new chief minister has taken charge of his office in Sindh.

The minister said that Rangers enjoy full support of the federal government, which will facilitate the paramilitary force to complete its job of establishing complete peace in Karachi. He hoped that the Sindh government will play its due role in this regard.

Chaudhry Nisar Ali Khan said it is a matter of concern that extension in the Rangers' powers is made controversial every time. 

He said the Karachi operation was launched after consultation and consensus with the Sindh government on the orders of the Supreme Court.

“Rangers have restored peace in Karachi to a great extent sacrificing their lives during the last two and a half years,” the minister said.

 He pointed out how the paramilitary force can be expected to deliver when it does not have the necessary powers.

To a question, Chaudhry Nisar said the visa agreement with Kuwait signed in 2013 has been suspended as the accord was not being honoured by the other side.

He said the visa issuance system has been improved and it is for the first time in the history of Pakistan that international airlines are being fined for violation of rules.    

Meanwhile, newly-elected Sindh Chief Minister Murad Ali Shah said that the issue of Rangers’ powers would be resolved tonight or tomorrow.

Cousin strangled Qandeel to death, reveals polygraph test

MULTAN: Social media star Qandeel Baloch was strangled to death by her cousin Haq Nawaz instead of her brother Waseem, revealed sources in Punjab Forensic Science Agency on Saturday.

The main accused of the case Waseem had earlier confessed that he had strangled her sister. However, the claim was rejected after a polygraph test of both the suspects.

According to the test, it was Haq Nawaz, not Waseem, who had strangled the social media to death.

They said Waseem was holding the hands and feet of the slain model at the time of murder while Haq Nawaz strangled her.

Before killing Qandeel, the suspects had drugged her and her parents, they added.

Sources said video and written statements of both suspects have also been recorded.

According to them, it was revealed during investigation that the elder brother Arif, who resides in Saudi Arabia, had pressurised Waseem into killing their sister Qandeel for the “honour of the family”.

They said that after the conversation, Waseem and Haq Nawaz planned the model’s murder.

Prior to her death Qandeel, whose real name was Fauzia Azeem, spoke of worries about her safety and had appealed to the interior ministry to provide her with security for protection.

In Facebook posts, Baloch, 26, spoke of trying to change "the typical orthodox mindset" of people in Pakistan. She faced frequent abuse and death threats but continued to post provocative pictures and videos.

The so-called 'honour-killing' has sent shockwaves across the country and triggered an outpouring of grief on social media for Baloch.

Doctor infected with Congo virus dies in Karachi

KARACHI:  A doctor who was treating patients in Bahawalpur for the Congo virus passed away on Saturday at a local hospital.

Sagheer Ahmed was seeking treatment for the Congo virus.

Three other doctors are seeking treatment for the Congo virus at a private hospital on Stadium Road.

Livestock workers are at a risk to contracting the Congo Virus when they make contact with infectious blood and body fluids of animals.

It can transfer from one infected person to the other and may result in death.

Adviser to Chief Minister Punjab on Health Khwaja Salman Rafique has constituted a special team consisting of senior clinicians of Health Department after surfacing of Congo virus in Bahawalpur.  

The team would furnish its report after examining the situation. All contacts of Congo fever patients are being kept in quarantine. These people would remain under surveillance during the incubating period of Congo virus so as to control spread of the disease. 

SBP keeps policy rate unchanged at 5.75pc

KARACHI: Pakistan's central bank kept its key policy rate unchanged at 5.75 percent on Saturday, citing steady remittances and low oil prices.

State Bank of Pakistan Governor Ashrah Mahmood Wathra also told a news conference that foreign direct investment is projected to increase as work on projects under the $46 billion China Pakistan Economic Corridor (CPEC) gains momentum.

Pakistani's USD250 billion economy is growing at the fastest pace in eight years, but it has struggled to attract large-scale investment and is counting on planned CPEC roads, a deep-water port and several energy projects for a boost.

Wathra also said he expected the newly consolidated Pakistan Stock Exchange to attract new inflows in the wake of its reclassification from a frontier to an emerging market.

Shooting at party in Seattle injures five

WASHINGTON:  At least five people were injured during a shooting at a party in Seattle.

Twenty bullets were fired during the shooting, eye witnesses said.

The gunman was armed with a rifle, international media reported.

A witness said that it was most likely a high school or college party.

Mass shootings like these are on the rise in United States. On Friday one policeman was killed and another injured in a shooting at a traffic signal in San Diego.         

Shelter to open in Mexico for reporters under threat

MEXICO CITY: When photojournalist Ruben Espinosa felt harassed by the authorities in eastern Mexico, he fled to the capital. Without protection, he was shot dead in a case still unsolved a year later.

Now, a group of journalists is about to open a secret shelter in Mexico City to protect colleagues like Espinosa in one of the most dangerous countries in the world to be a reporter.

"It's a house where we want them to have food, with all the basic services, where they are safe and they have psychological help," Judith Calderon, president of the House of Rights of Journalists, told AFP.

Journalists who face threats can request government protection in Mexico, but the hideout will give another option for those who don´t trust the authorities, who sometimes are the tormentors.

The organization refused to reveal the shelter´s location for security reasons, but said that it will be able to house a dozen people when it opens in the coming weeks.

The group already has a waiting list.

"Colleagues feel safe because, for the first time, there's a house to protect journalists" without having to ask for help from the government, Calderon said.

Panic button

The House of Rights of Journalists was founded in 2010 by Mexican news media veterans to protect and advise their peers who are in mortal danger.

More than 90 journalists have been murdered and another 17 have disappeared in Mexico since 2000, according to Reporters Without Borders.

In the eastern state of Veracruz alone, 19 media workers have been killed in the past six years. Espinosa, 31, had fled Veracruz due to threats.

Public officials and drug cartels have been accused of intimidating journalists, or worse.

Pedro Tamayo, a 45-year-old crime reporter, was the latest victim of violence in Veracruz. 

Tamayo was shot dead on July 20 outside his house in front of his wife and two grown sons, despite being under special protective measures given by the state of Veracruz.

The measures included taking him to another state for several months, and daily police patrols at his house after he returned to Veracruz.

But Tamayo's family said that state police were present during the murder and did nothing to catch the killers. 

The federal government launched a program to protect journalists in 2012. Veracruz created its own the same year.

Since then, officials say, 181 reporters have received assistance.

The aid measures range from a panic button to bodyguards and home surveillance cameras. They can also be hidden in other states.

"What will guarantee their protection is physical security along with the reduction of impunity," said Leopoldo Maldonado, coordinator of journalist protection at the press rights group Article 19.

"Impunity persists and that is a clear message that a worse aggression can take place at any time," Maldonado said.

With unsolved crimes and killers roaming free, the Committee to Protect Journalists ranks Mexico in eighth place in its Global Impunity Index, just under Afghanistan and worse than Pakistan or Russia.

 Murdered in safe haven

Mexico City is considered safer than other parts of the country, which is why Espinosa's unresolved murder on July 31, 2015, came as a shock.

Espinosa was shot dead along with four women in an apartment. The motive for his killing remains a mystery.

"Ruben's murder was a shock. Although journalists have been attacked by police in protests in Mexico City, most of the murders have taken place in the (other) states," Calderon said.

While Calderon's organization completes the security measures for the shelter, Espinosa's case highlights the weak spots in the informal network that journalists have set up to help colleagues in danger.

Espinosa refused to sign up with the government protection program, and left Veracruz with the help of other colleagues.

Nevertheless the shelter's administrator, the journalist and activist Sara Lovera, is convinced that her project will work.

"We no longer want goodwill or help from alleged saviors," Lovera said.

Pemra had given this commitment in the courts that it would monitor the cable operators and take action against such cable networks, she added. It is a violation of the law and Pemra should take action in this regard, she said.

Senior analyst Imtiaz Alam, who is also the secretary general of South Asian Free Media Association (SAFMA) said that pushing Geo to last numbers on cable was an attack on the independence of the media. It is like exploiting the organization economically so that it is closed down ultimately.

He said in a statement that Geo and Jang Group is again under attack as Geo broadcasts have been placed in the oblivion of tail Enders -- a typical method of throwing you out of the market and denying people's right to know.

Geo and Jang had come under attack two years earlier- but it survived despite incurring huge losses that have not yet been covered. It's again being financially strangulated by curtailing its outreach in Karachi and elsewhere.

The management was and is under tremendous pressure to compromise its freedom of expression and editorial autonomy. It is being pressurized to change its stance over the issues of democracy, fundamental rights and policy issues. Unfortunately, the elected governments are not taking a firm stand against the unlawful encroachments and diminishing of media freedom. If the politicians think that democracy will survive after the muzzling of press freedom, they live in fool's paradise.

Commenting on pushing Geo to last numbers on cable, central convenor of Council of All Pakistan Press Clubs Arshad Ansari said that all journalists were with Geo News, because the channel did not terminate even a single worker despite facing curbs and problems.

Senior analyst Najam Sethi said that the timing of the current attack was very dangerous. Doing such a thing with Geo shows that a conspiracy is being hatched against the channel and gagging Geo is like silencing the biggest voice of the media, he added.

Former president of PFUJ Pervaiz Shaukat said that pushing Geo to last numbers was an attack on the independence of the media, and it would affect thousands of journalists.

Islamabad High Court Bar President Tariq Mehmood Jehangiri said disruption Geo position on cable network was a violation of Article 19 of the Constitution and an attack on the press freedom. He said everyone has the right to freedom of expression and it is an injustice to the most famous channel of Pakistan. He said it is the economic murder of the media workers, and journalists across Pakistan would protest against it.

Former president of PFUJ Afzal Butt appealed to Prime Minister Nawaz Sharif to take action against those responsible for this injustice to Geo channel.

Barrister Salahuddin said that clearly mentions that all the news channels would be placed in a single group and the cable operators changing their position was a violation of that.

Karachi Press Club President Fazil Jamili said journalists had protested against a similar attempt in the past and they would support Geo again at every forum.

Senior analyst Hamid Mir said those who did not have the guts to talk openly and those who lacked logic wanted to impose their agenda through a conspiracy and baseless allegations.

Senior journalist Iftikhar Ahmed said one could not support democracy and present people?s problems and desires in this manner.

Lahore Press Club Secretary Shadaab Riaz said there was no justification to place the country?s largest TV channel at the last numbers, which was tantamount to animosity to the channel and journalists.

LPC President Shahbaz Mian said that was a curb on freedom of expression. Although Pemra existed, it lacked the desired reputation and that?s why cable operators had become a mafia, he said.

Shahzeb Khanzada said the cable operators were a power which was used to manipulate the position of TV channels and used to blackmail Geo.

He said the court should be moved and complaints filed with Pemra if Geo was involved in something wrong.

National Press Club President Shakil Anjum said others would also face the same situation currently being faced by Geo and therefore everyone should unite and work together for the purpose.

Senior analyst Suhail Warraich said although there was a Constitution and democracy in the country, the actions being taken against Geo were against the law, Constitution and democracy.

Senior journalist Talat Hussain said if there?s anyone having any case against Geo, then a forum was available to fight the matter. The Jang Group representative stated that a judicial commission could be formed in case anyone had any material, Talat added.

He said throwing Pakistan?s most popular channel on the last numbers was worst discrimination and violation of the basics provisions of the Constitution.

Another PBC leader, Shuaib Shaheen, said the freedom of media was being curbed in a technical way by throwing the channel on last number so that no one could find it on cable. PBC member Muhammad Aaqil lauded the step taken by the Pemra chairman, and advised the government to support it.
