BD points the finger at Pakistan

DHAKA: Bangladesh blamed ?homegrown? Islamist terrorists and Pakistan on Sunday for the worst terror attack in which 20 hostages were hacked to death, ruling out the role of the Islamic State, the Hindustan Times reported.

?Let me clear it again, there is no ISIS or al-Qaeda presence or existence in Bangladesh... the hostage-takers were all home-grown terrorists not members of ISIS or any other international Islamist outfits,? Home Minister Asaduzzaman Khan said.

?We know them (the hostage-takers) along with their ancestors; they all grew up here in Bangladesh... they belong to homegrown outfits like JMB (Jamaatul Mujahideen Bangladesh),? he said.

Hossain Toufique Imam, Political Adviser to Prime Minister Sheikh Hasina, said the way in which the hostages were killed with machetes suggests the role of a local terrorist group, the banned Jamaat-ul-Mujahideen.

?The Pakistan and Jamaat connection is well known... they want to derail the current government,? Imam told a TV channel.?The arrested terrorist pulled out at the last minute out of fear and he holds the key to crucial details,? he said.

Among those rescued were Indians, Sri Lankans and Japanese nationals, media reports said. Around 30 people were injured.A police source was quoted as saying by the Dhaka Tribune that all the attackers were Bangladeshi nationals aged between 20 and 28.

Police said the attackers were well-educated and most came from rich families.?All of them were students and communicated at the crime scene in both Bengali and English,? the police source said.

AFP adds: Bangladesh on Sunday said the attackers who slaughtered 20 hostages at a restaurant were well-educated followers of a homegrown militant outfit who found extremism ?fashionable?, denying links to the Islamic State.

As the country held services to mourn the victims of the siege in Dhaka, details emerged of how the attackers spared the lives of Muslims while herding foreigners to their deaths.And although the IS claimed responsibility for the attack at the Western-style cafe on Friday night, the government stuck to its line that international jihadist networks had not gained a foothold in Bangladesh.

Home Minister Asaduzzaman Khan told AFP the killers ? six of whom were shot dead in the siege ? were members of the homegrown militant outfit Jamaeytul Mujahideen Bangladesh (JMB), a group banned over a decade ago.?They have no connections with the Islamic State,? Khan said.

National police chief Shahidul Haque told reporters that investigators would explore the possibility of ?an international link? but added that ?primarily, we suspect they are JMB members?.

The bodies of 20 hostages were found in pools of blood after commandos stormed the Holey Artisan Bakery cafe to end the standoff, in which two policemen were also shot dead in a fierce gunbattle at its outset.

Six of the gunmen were killed by the commandos in the final stages of the siege, but one was taken alive and was being interrogated by Bangladeshi intelligence.Security officials said most of the victims ? 18 of whom were foreigners ? were slaughtered with sharpened machete-style weapons.

A Bangladeshi worker at the cafe who survived the massacre told how the attackers split the diners into groups of foreigners and locals, making clear that their targets were non-Muslims.?They took me and two of my colleagues and forced us to sit on chairs, with our heads down on the table,? the survivor told AFP on condition of anonymity.

?They asked me whether I was a Muslim. As I said yes, they said they won?t harm or kill any Muslims. They will only kill the non-Muslims.?All the time I prayed to Allah, keeping my head down. Several times I vomited.

?They warned us not to raise our heads but at one point I raised my head slightly and saw a bloodied body on the floor.?The worker described the killers as appearing to be university-educated, a point echoed by Khan.Asked why they would have become IS militants, the minister said: ?It has become a fashion.?

The attack, by far the deadliest of a recent wave of killings claimed by IS or a local Al-Qaeda offshoot, was carried out in the upmarket Gulshan neighbourhood, which is home to the country?s elite and many embassies.

Provinces given additional Rs700 bn after record tax collection: Haroon

ISLAMABAD: Special Adviser to Prime Minister on Revenue Haroon Akhtar Khan has said that as a result of collection of over Rs3,112 billion taxes, the Federal Board of Revenue (FBR) has given an additional Rs700 billion to provincial governments’ education and health sectors. He expressed these views during an interview with ‘The News’ on Sunday.

While replying to the questions of critics, he said that due to the able leadership of Prime Minister Nawaz Sharif and Finance Minister Ishaq Dar’s efforts besides meeting a very difficult target of Rs3,014 billion, the FBR had collected billions of rupees through additional taxes and this was the result of the efforts made in the last 10 days of June.

He said that Prime Minister Nawaz Sharif and Finance Minister Ishaq Dar had congratulated the FBR team on doing this difficult job. Haroon Akhtar Khan lashed out at the critics for quoting the wrong facts, figures and data regarding revenue collection.

While terming the claim of recovery of additional Rs50 billion through customs duty and Rs50 billion regulatory duty (total Rs100 billion) under one percent additional duty which was imposed in last December as false, he said the fact was that the FBR had collected Rs20 billion in the heads of customs and regulatory duties.

Haroon Akhtar Khan said that the tax income of FBR on petroleum products was much less as compared to 2013. He said that critics and opposition used to criticise positive development in the economic sector, which was made due to effective economic policies of the government in the last three years.

Top Pak leaders to spend Eid holidays in London

LONDON: The senior political leadership of Pakistan is set to spend time around Eidul Fitr in London.

Prime Minister Nawaz Sharif is in London on the advice of doctors after his open-heart surgery which was done almost a month ago. The PM is set for a second follow check up within days and that’s when he is likely to get a clearance date for air travel, sources have told The News. “It's likely that the PM will leave for Pakistan around a week after Eid,” said the source.

PPP leaders Asif Ali Zardari and his children will spend Eid in London, according to a senior PPP leader based in London. He told The News that Bilawal Bhutto Zardari will reach London from Pakistan to spend Eid here. “Aseefa and Bakhtawar are set to reach London for Eid,” said the source and added that Asif Ali Zardari will be arriving in the British capital from Dubai to celebrate Eid with his children.

After the arrest of Dr Asim Hussain, the former president of Pakistan, has not returned to Pakistan although he has blasted the arrest and media trial of Dr Asim Hussain. PTI leader Naeemul Haque will be reaching London on 6th of July for meetings party cadres. Imran Khan, whose sons Suleman and Qasim live here with their mother, will join his sons on 10th of July for holidaying as well as to watch Pakistan and England cricket matches at the Oval.

With Waseem Akhtar as the nominated mayor, it's not happening anytime soon.”

Bomber killed, two police wounded in blast outside US consulate in Jeddah

RIYADH: A suicide bomber was killed and two other people wounded in a blast near the US consulate in Saudi Arabia's second city of Jeddah early on Monday, state TV said, the first bombing in years to attempt to target foreigners in the kingdom.

The attacker parked his car outside a hospital opposite the consulate at about 2.15am and detonated his device after being approached by two security men, killing him and lightly wounding them, it said, quoting a security spokesman.

Three further blasts rocked the location of the bombing hours later, a witness told Reuters, as police carried out what appeared to be controlled explosions near the site.

A video sent by the witness showed police taking cover behind vehicles and covering their ears before an explosion sounded.

Reuters could not immediately reach officials to give more details. A photograph on the Sabq news website showed what appeared to be the remains of a man lying next to a taxi.


The statement on state television referred to the location of the consulate by its street address and did not refer directly to the presence of the diplomatic mission there, an apparent effort to downplay the attack's likely target.

A spokesman for the US State Department said it was aware of reports of a blast in Jeddah and was seeking more information from the Saudi government. He added that all staff at the consulate were accounted for.

A State Department message sent to US citizens in Saudi Arabia noted the reports of the attack and reiterated earlier advice to remain aware of their surroundings and take extra precautions when travelling in the country.

The witness said the area had been closed off by the security forces and that helicopters were flying overhead. He said the explosion appeared to have taken place about 20 metres (65 feet) from an outer checkpoint of the consulate. Concrete barriers protect the street outside the consulate.

Daesh (Islamic State) has carried out a series of bombing and shooting attacks in Saudi Arabia since mid-2014 that have killed scores of people, mostly members of the Muslim minority and security services.

A decade ago, an al Qaeda campaign focused on Western expatriates in the world's top oil exporter, killing hundreds in attacks on businesses and residential compounds. One 2004 attack hit the US consulate in Jeddah, killing nine.

CCTV video shows armed coast guard personnel assaulting traffic policemen

KARACHI: CCTV footage of an altercation between Pakistan Coastguard personnel and Sindh Traffic Police came to light on Sunday, following which the Federal Interior Minister instructed the DG Coastguard to initiate an inquiry.

The incident occurred after Traffic Police personnel impounded two motorcycles belonging to two coastguard personnel.

According to ADIG Traffic Tahir Noorani, coastguard employees damaged the Traffic Police section and broke the windows as well assaulted the policemen.

The ADIG added, that two policemen were taken away by force by armed coastguard personnel, who were later released.

Heirs of APS martyrs informed the PPP Chairman that Shuhda-e-APS Trauma Center that will be established for the purpose of the revival and rehabilitation of the affected families of 144 innocent martyrs of APS Peshawar attack. Families of the martyrs and the injured students have joined hands to raise funds for this Trauma Center in the heart of Lahore.

Bilawal Bhutto Zardari said that those who target children, women and innocent people are coward people and his mother laid down her life for their protection and challenged extremism and terrorism bravely as the biggest leader of the nation.

The PPP Chairman said that he would contribute from his own pocket for Shuhda-e-APS Trauma Centers and would also ask Sindh government to extend help for this noble cause.

More than 140 people, most of them students, were martyred when Taliban terrorists attacked the Army Public School in Peshawar on December 16, 2014.

US delegation visits North Waziristan, lauds Pak Army sacrifices for motherland

ISLAMABAD: A delegation of US Senators including Senator Lindsey Graham led by Senator John McCain, Chairman of US Senate Arms Services committee, visited North Waziristan Agency (NWA) on Sunday.

The US Senators visited areas cleared of terrorists during Operation Zarb-e-Azb. The US delegation appreciated the Pakistan Army?s accomplishment of cleansing the entire area of NWA right upto the Pakistan-Afghanistan border, after witnessing the terrorists hideouts and communication infrastructure dismantled by the Pakistan Army.

The US delegation also commended the rehabilitation work being carried out by the Pakistan Army to resettle those displaced back to their area with dignity and honour.

The delegation also met with wounded soldiers and officers who were seriously affected during the initial phases of Operation Zarb-e-Azb and are now back rejoined the battlefield voluntarily.

The US Senators appreciated the determination and grit of all affected Pakistani soldiers and their unparalleled sacrifice for their motherland.

The US delegation also met with Advisor on Foreign Affairs, Sartaj Aziz.

Aziz said, the US Senators expressed their satisfaction upon witnessing the situation in NWA firsthand.

Imran Khan's sister apologizes to Maryam Nawaz Sharif

LAHORE: Two days after hurling allegations that policemen part of the first-daughter?s squad had harassed and threatened her, Pakistan Tehreek-e-Insaf (PTI) chairman Imran Khan?s sister Dr. Uzma Khan on Sunday tendered a written apology to the prime minister?s daughter Maryam Nawaz Sharif.

Dr. Uzma Khan has also requested that Chief Minister Punjab Shahbaz Sharif launch an inquiry into the incident, adding that the police?s ignorance about the identities of various armed convoys plying the streets in Lahore highlights their incompetence.

Russia finds remains of crashed firefighter plane, no survivors

MOSCOW: Russian firefighters on Sunday found remains of a crashed plane that went missing Friday with ten people on board while putting out wildfires in Siberia.

The tail of the Il-76 emergencies ministry plane was found north of Irkutsk, the region straddling Russia´s Lake Baikal, where catastrophic fires have been raging for weeks.

"Remains of four crew members were found," the emergencies ministry branch in Irkutsk said in a statement. Efforts to find other bodies were hampered by smoke and difficult terrain, it said.

Earlier the ministry said that ten people were on board the plane, which stopped making contact early Friday.

"We´re clearing an area for landing a helicopter to recover ... bodies that we will find," Deputy Emergencies Minister Leonid Belyaev told state television.

Footage from the crash site showed the tail of the transport plane laying on charred ground with the rest of the fuselage apparently completely burned.

A Russian aviation agencies source told TASS news agency that the plane most likely lost control because of interference from hot air from the wildfire that it was trying to douse with water.

"It´s possible that hot air from the wildfires got into the engines, the plane lost propulsion and could not gain altitude, hit the top of the trees and fell," the source was quoted as saying.

The plane´s tail was discovered by another firefighter on Sunday morning, said the Russian forestry agency´s aviation unit.

Last week another firefighter died on duty in Russia´s far-eastern Kamchatka region, the regional government revealed.

The forestry agency´s aviation unit said Sunday that over 43 thousand hectares of forest land is burning in Russia, mostly in Siberia.


But Russia´s Greenpeace which monitors wildfires via satellite data said government figures are vastly underestimated, with 415 thousand hectares burning in Irkutsk region alone.

One killed in grenade attack in Peshawar

PESHAWWAR: One person lost his life while three others were injured in a hand-grenade attack near the Customs Chowk in Peshawar on Sunday.

According to sources, an unidentified attacker hurled the grenade inside a footwear shop.

Police officials ruled the attack a result of personal enmity.

Army relief operations continue in Chitral

CHITRAL: Pakistan Army troops are busy in relief operations in Chitral where multiple houses were washed away due to flash floods. Troops have also provided food, tents and medical air to the affected people in Arsoon village.

According to the Inter-Services Public Relations (ISPR) wing of the Pakistan Army, search operations for missing persons are being conducted while injured are being shifted to the DHQ hospital for treatment. At least 31 people were swept away due to flash floods.

The Provincial Disaster Management Authority (PDMA) confirmed that 7 bodies have been recovered while search operations continue for the remaining.

ICC wants women´s cricket at 2022 Commonwealth Games

DUBAI: The International Cricket Council (ICC) will apply for the inclusion of women´s cricket at the 2022 Commonwealth Games in Durban, South Africa, the governing body has said.

Cricket has struggled to venture into new markets away from its traditional strongholds and the influential Indian board´s reluctance to embrace multi-sports events as a means to increase exposure has hindered growth.

Following a presentation by the Commonwealth Games Federation, the ICC board agreed to apply for a women´s competition at the Durban Games during its annual conference in Edinburgh on Saturday.

"It will enhance the profile of the sport and create additional exposure and experiences for female cricketers," ICC chairman Shashank Manohar, a former head of the Indian board, said in a statement.

South Africa won the men´s event when cricket took place at the 1998 Commonwealth Games in Malaysia, the only time the sport has been included in the programme.

The Asian Games remains the largest multi-sports event that features cricket and the last two editions included both men´s and women´s competitions.
The ICC has also been exploring the possibility of getting cricket added to the Olympic programme.

"There will be further discussions on cricket´s potential participation in the Olympic Games following further meetings with the International Olympic Committee (IOC) later in the year," the governing body said.

President of the Italian board Simone Gambino told ESPNcricinfo on Friday that cricket would be included in the 2024 Olympics should Rome win the bid to host the Games.

Syrian refugees could become Turkish citizens: Erdogan

ANKARA: Syrian refugees living in Turkey could eventually be granted Turkish citizenship, President Recep Tayyip Erdogan has signalled, a plan that could spark controversy at home.

"I want to announce some good news," media quoted Erdogan as saying late Saturday at a dinner to break the Ramadan fast in Kilis province, on the Syrian border.

"We are going to help our Syrian friends in offering them the chance, if they want it, to acquire Turkish nationality."

The interior ministry will shortly announce how the naturalisation procedure would work, Erdogan said, without giving further details.

"We regard you as our brothers and sisters -- you are not far from your homeland, but only from your homes and your land," Erdogan told a group of Syrian refugees in Kilis.

"Turkey is also your homeland."

Turkey is hosting over 2.7 million refugees from the conflict in Syria -- but Ankara has refused to grant them refugee status, referring to them as "guests".

Only a select group of Syrians have been granted work permits and residency.

Life is a struggle for most Syrians in Turkey, who live mostly off odd jobs that are often insufficient to feed and house a family.

Erdogan´s announcement sparked debate on social media, with many Turkish web users questioning whether it was a good idea.

"Granting citizenship shouldn´t depend on what one person wants. We need a referendum!" wrote Mahomet Mahomet on Twitter.

Other critics suggested the move might be a bid by Erdogan to register an army of thankful Syrian voters who might back his plans to boost his presidential powers.

Alia Bhatt lauded for her performance in Udta Punjab

With just her second film, Alia Bhatt, proved that she has substance and not just shimmer. Having made her debut in Karan Johar’s Student of the Year, Bhatt quickly rose to prominence with Imtiaz Ali’s Highway.

She followed it up with a bunch of rom-coms like 2 states (with Arjun Kapoor), Humpty Sharma Ki Dulhania (with Varun Dhawan) and Shandaar (with Shahid Kapoor), the last of which was an absolute dud but its 2016 that’s proving to be a sensational year for the star.

After starring in Karan Johar’s Kapoor & Sons earlier this year (with Fawad Khan and Siddharth Malhotra), Bhatt stole the show with her performance as a Bihari migrant in the controversial new release, Udta Punjab.

Among those who have taken notice are her co-stars in the film, Kareena-Kapoor Khan and Shahid Kapoor, both of whom feel that Bhatt deserves a National Award.   Other stars to congratulate Alia on her fine performance include notable others like Hrithik Roshan and father Mahesh Bhatt.

Six Chinese engineers, two labourers killed as shuttering collapses at Tarbela Dam

HARIPUR: Eight people including six Chinese engineers were killed on Sunday as shuttering collapsed during ongoing work on the fourth extension plan of the Tarbela Dam.

According to police, more dead bodies were pulled out of the rubble which also included three Chinese nationals.

Uptil now, eight dead bodies have been taken out from under the rubble, police said.

At the time of the incident, two Chinese Engineers died at the spot while eight injured were immediately taken out from the wreckage and shifted to a hospital.

Later, during Rescue 1122 activities, two more dead bodies were taken out which included another Chinese engineer.

It is feared that several people are still stuck under the wreckage.

Bangladeshis behind restaurant killings, international link probed

DHAKA: Seven militants who killed 20 people at a restaurant in Dhaka were local Bangladeshis and authorities had tried before to arrest five of them, police said, as investigators probed for possible links with international extremist groups.

The gunmen stormed the upmarket restaurant in the diplomatic zone late on Friday, before killing 20 hostages, including at least nine Italians, seven Japanese and an American.

Daesh (Islamic State) claimed responsibility, warning citizens of "crusader countries" that their citizens would not be safe "as long as their aircraft are killing Muslims", the group said in a statement. It also posted pictures of five fighters it said were involved in the attack. Its claims have not been confirmed.

Security sources said Bangladeshi authorities were investigating any ties between the gunmen and trans-national extremist groups.

Whoever was responsible, the attack marked a major escalation in violence by militants who have demanded Islamic rule in Bangladesh, whose 160 million people are mostly Muslim. Previous attacks have mostly singled out individuals advocating a secular or liberal lifestyle or religious minorities.

Friday night's attack was more coordinated. The attackers stormed a restaurant in the diplomatic enclave popular with the expatriate community during the final days of the Muslim fasting month of Ramadan.

They ordered all Bangladeshis to stand up before they began killing foreigners, a source briefed on the investigation said. Most of the victims were hacked with machetes before around 100 commandos entered the building, killing six of the militants and capturing a seventh, after a 12-hour standoff, police said.

It was not clear if the attackers had made any demands during the 12-hour hostage standoff.

"All gunmen were Bangladeshi. Five of them were listed as militants and law enforcers made several drives to arrest them," national police chief Shahidul Hoque told reporters in Dhaka late on Saturday.

The government has not commented on the Daesh claim. Up until Friday's attack, authorities had maintained that no operational links exist between Bangladeshi militants and international jihadi networks. Bangladesh has blamed two home-grown groups for the wave of grisly killings over the past year and a half.

One line of inquiry being pursued is whether the attackers received any guidance from Daesh (Islamic State) or al Qaeda, an official in Bangladesh's counter-terrorism wing said.

Police said nine Italians, seven Japanese, two Bangladeshis, an Indian and a US citizen were murdered during the attack at the Dhaka building, split between the Holey Artisan Bakery and the O'Kitchen Restaurant.

Gunmen singled out foreigners inside the restaurant, sparing the lives of locals who were told to recite verses of the Koran, according to survivor accounts told to local media and a source briefed on the police investigation.

Bangladeshi commandoes stormed the building and killed six of the attackers when attempts at negotiations proved fruitless, authorities said. They recovered explosives and sharp weapons from the scene.

Italian media said several of the Italians victims worked in the garment industry and the attack will frighten expatriates working in Bangladesh's $26 billion garment sector that accounts for 80 percent of its exports.

Prime Minister Sheikh Hasina announced two days of national mourning beginning on Sunday and said the country would stand up and fight the "terror threat".

At least 82 killed in overnight Baghdad bombings, police and medics say

BAGHDAD: At least 82 people were killed and 200 injured in two bombings that hit Baghdad around midnight Saturday, nearly all of them in a blast targeting a busy shopping area as they celebrated Ramadan, police and medical sources said Sunday.

A truck-refrigerator packed with explosives blew up in Karrada, killing 80 people and injuring at least 200. Daesh (Islamic State) claimed responsibility for the attack, in a statement circulated online by supporters of the ultra-hard line group. It said the blast was a suicide bombing.

Karrada was busy at the time as Iraqis eat out late during the Muslim fasting month of Ramadan, which ends next week.

A video posted on social media showed a large blaze in the main street of Karrada after the blast. Reuters TV footage taken in the morning showed at least four buildings severely damaged or partly collapsed.

A roadside explosive device also blew up around midnight in a market in al-Shaab, a popular district in the north of the capital, leaving at least two killed, police and medical sources said.

Iraqi forces last month dislodge Daesh militants from Falluja, their stronghold just west of the capital that had served as a launch pad for such attacks.

Govt prepares plan to bring displaced NWA families home from Afghanistan

PESHAWAR: The government has started preparations to bring home around 7,000 families who had migrated to Afghanistan when the military operation Zarb-e-Azb was launched in North Waziristan Agency in June 2014.

Kamran Ahmad Afridi, political agent of North Waziristan, told The News that efforts are being made to start the return process of the displaced Pakistani families from Afghanistan in the last week of July or first week of August.

“Initially, the plan was to start bringing them home from July 20, but it was delayed so that the computerised national identity cards (CNICs) of these residents of North Waziristan could be first verified by Nadra,” he said.

He put at 30,000 to 40,000 the total number of Pakistanis from North Waziristan presently living in Afghanistan.  He said about 30 percent of them were living in camps and 40 percent with their relatives while the remaining had gone to Kabul and other places.

Kamran Afridi said return forms have been sent through tribal elders to Afghanistan to be filled up by the dislocated Pakistani families.

He explained that every family has to provide details about the names of their members and CNIC along with their tribe and village.

He added that the identification process would be completed once the CNICs are verified by Nadra while taking care that militants aren’t able to come back along with the returnees.

He said some preliminary work was done earlier by asking the displaced families to provide details of their livestock, vehicles and other assets.

He said a jirga of elders of the sub-tribes that shifted to Afghanistan was held at the border town of Ghulam Khan in North Waziristan to consult them about the plan to bring them home.

According to Kamran Afridi, the Afghanistan-based Pakistani families would be asked to enter Pakistan at the Ghulam Khan border in batches of 200.

“The government would provide transport to carry the returning Pakistani families to the Bakkakhel camp in Frontier Region Bannu. Like the other temporarily displaced persons, they too would be provided the Watan cards for getting compensation,” he said.

As the government is planning to send home all the remaining displaced families from North Waziristan by November this year, those returning from Afghanistan would also be sent to their villages around that time.

The figure of 30,000-40,000 Pakistanis who migrated from North Waziristan at the time of the launching of the operation Zar-e-Azb provided by Pakistani authorities is much below than given by the Afghan government.

At the time, Afghan officials claimed 22,722 Pakistani families totalling 186,711 had shifted to Afghanistan’s Khost and Paktika province from North Waziristan.

Pakistani authorities had later claimed that about 30,000 Pakistanis had returned home from Afghanistan due to the tough conditions across the border. Some of these families living in the areas bordering Afghanistan had hurriedly left North Waziristan as it was easier to cross the border than reach Bannu due to the rush of people on the roads and lack of transport.

This was the first time that so many Pakistanis had migrated to Afghanistan. Until then, Afghans were coming to Pakistan to escape the fighting in their country or in some cases to avail better means of livelihood.
