Ishaq Dar expected to hold meeting with Zardari in Dubai: sources

ISLAMABAD: Finance Minister Ishaq Dar is expected to leave for Dubai today to meet Pakistan People’s Party co-Chairman Asif Ali Zardari, sources told Geo News.

Dar is taking the trip on the advice of Prime Minister Nawaz Sharif in a bid to ease tensions between the two parties, the source added.

Both political parties are expected to evaluate the threats to democracy which the country faces.

Several senior leaders of the party including its chairman Bilawal Bhutto Zardari are present in Dubai. Sindh Chief Minister Qaim Ali Shah is expected to arrive in Dubai today.

The PPP and PML-N in the last few months were at loggerheads over the issue of Panama Leaksâ€" secret documents where the Prime Minister's family was alleged to own offshore accounts.

However in recent weeks unity of the joint opposition had fizzled out after the PTI threatened of an anti-government movement in August. The PTI chief Imran Khan also made a controversial statement last week claiming that Pakistanis would distribute sweets if the army stages a coup.

Matters such as the extension of special powers of the Pakistan Rangers in Sindh may be discussed in the meeting.

Due to the delay in extending the paramilitary force’s special powers in Sindh, the Rangers have stopped various activities to curb law and order including snap checking of vehicles and detaining suspected individuals.

The paramilitary force has played a major role in curbing crime in the southern metropolis of Karachi.

Since 2013, acting under powers bestowed on the paramilitary force under Article-147, the Pakistan Rangers Sindh conducted multiple targeted operations in interior Sindh during which 533 suspects were arrested. Those detained were handed over to the Police and various law enforcement agencies for processing.

The PML-N won the Azad Jammu Kashmir elections on Friday by a landslide majority, however the PPP alleged it of rigging.

During a telephonic conversation with party’s Secretary General in the region Chaudhary Latif Akbar on Friday, Bilawal said,”Narendra Modi was conquering occupied Kashmir while Nawaz Sharif doing the same in Muzaffarabad,” sources confirmed.

´Lone´ Munich shooter kills nine, commits suicide

MUNICH: A teenage German-Iranian gunman who killed nine people in a shooting rampage at a busy Munich mall and then committed suicide had likely acted alone, German police said Saturday.

The third attack on civilians in Europe in barely a week sent panicked shoppers fleeing the Olympia mall as elite police launched a massive operation to track down what had initially been thought to be up to three assailants.

"The perpetrator was an 18-year-old German-Iranian from Munich," police chief Hubertus Andrae told reporters after the rampage.

The shooter had dual citizenship and "no criminal record".

"The motive or explanation for this crime is completely unclear," he added.

However, a police spokesman in the Bavarian capital had said earlier that terrorism was suspected, without revealing any immediate indications of an Islamist link.

Armed with a handgun, the attacker opened fire at a McDonald´s restaurant early Friday evening and continued in the street before entering the Olympia mall, killing nine people and wounding 16 in his rampage, according to the latest toll.

"There were youths among the dead," Andrae said, adding that some of those injured were children.

A police patrol had shot and wounded the attacker but he had managed to escape, he said.

The suspected attacker´s body was later found about one kilometre (0.6 miles) from the mall where the shootings took place, German DPA news agency reported.

"We found a man who killed himself. We assume that he was the only shooter," police said on Twitter.

A video posted on social media appeared to show a man dressed in black walking away from a McDonald´s while firing repeatedly on people as they fled screaming.

Munich´s main train station was evacuated and metro and bus transport in the city suspended for several hours while residents were ordered to stay inside, leaving the streets largely deserted.

By early Saturday, transport services were running again, Munich police said.

Chancellor Angela Merkel will convene her security council on Saturday to address the deadly rampage in the European economic powerhouse which took in more than one million migrants and refugees last year.

"We are determined to do everything we can so that terror and inhuman violence stand no chance in Germany," her chief of staff Peter Altmaier said.

´Murderous´

The spree began before 1600 GMT at the McDonald´s and continued on a nearby street before the attacker moved into the Olympia centre -- which lies not far from the scene of the 1972 Olympics massacre.

Shoppers rushed away from the mall, some carrying children in their arms, as the building was surrounded by armed police and emergency vehicles, while helicopters buzzed overhead.

The attack came just days after a teenage asylum seeker went on a rampage with an axe and a knife on a train on Monday near Wuerzburg, also in Bavaria, injuring five people.

De Maiziere had said the teenager was believed to be a "lone wolf" who appeared to have been "inspired" by IS but was not a member of the jihadist network.

The train rampage triggered calls by politicians in Bavaria to impose an upper limit on the number of refugees coming into Germany, which accepted a record 1.1 million migrants and refugees last year.

German President Joachim Gauck said he was horrified by the "murderous attack", while Interior Minister Thomas de Maiziere, who was on a flight to New York when the shooting began, said he will return to Germany.

US President Barack Obama and French counterpart Francois Hollande voiced staunch support for their close ally.

"Germany's one of our closest allies, so we are going to pledge all the support that they may need in dealing with these circumstances," Obama said, speaking before the nine deaths were confirmed.

"The president of the republic offers his sympathy and support to the German people in this difficult hour," Hollande said, according to a statement from the presidency.

Austria said it had "significantly" tightened security measures in states sharing a border with Germany and put its elite Cobra police force on high alert.

String of attacks

The Munich mall is near the stadium for the 1972 Olympics and the athletes´ village which was the site of the hostage-taking and massacre of Israeli athletes by the Palestinian Black September group during the Games.

The shooting coincides with the fifth anniversary of the the massacre of 77 people in Norway by rightwing fanatic Anders Behring Breivik.

Europe has been on alert for terrorism in the wake of a string of attacks in neighbouring France and Belgium claimed by the Islamic State jihadist group.

The Mall shooting occurred just eight days after 31-year-old Mohamed Lahouaiej Bouhlel used a truck to mow down 84 people, including children, in the French Riviera city of Nice.

It was the third major attack on French soil in the past 18 months.

In March, IS claimed suicide bombings at Brussels airport and a city metro station that left 32 people dead.

In May, a mentally unstable 27-year-old man carried out a knife attack on a regional train in Bavaria, killing one person and injuring three others.

IMF boss Lagarde to stand trial over $400 mn payout

PARIS: IMF chief Christine Lagarde was ordered Friday to stand trial in France over a massive state payout to a colourful tycoon when she was French economy minister, dealing a setback to her stellar career.

France´s highest appeals court dismissed Lagarde´s challenge against the decision to try her for negligence in her handling of a dispute between a state-owned bank and businessman Bernard Tapie.

Tapie walked away with a staggering 404 million euros ($445 million) in compensation in 2008 after Lagarde ordered the long-running row over the sale of sports gear giant Adidas to be resolved by arbitration.

Friday´s ruling means the 60-year-old IMF chief will go before a special tribunal that hears cases against government ministers accused of wrongdoing in the discharge of their duties.

The ruling is a blow to the IMF boss, who has long been touted as a potential future French president.

She insists she acted in France´s best interests in the case, and the IMF expressed firm backing for her as it was confirmed she would face trial.

The Washington-based lender "continues to express its confidence in the Managing Director´s ability to effectively carry out her duties," said IMF spokesman Gerry Rice.

Her lawyer Patrick Maisonneuve said he was "convinced" that Lagarde would be "absolved of all responsibility".

Lagarde will be the third successive IMF chief to face trial.

Her predecessor, compatriot Dominique Strauss-Kahn, was acquitted of pimping by a French court last year, four years after he resigned his IMF post to fight separate sexual assault allegations.

Spain´s former IMF chief Rodrigo Rato has also been ordered to stand trial for misusing funds when he was head of Spanish lender Bankia.

Lagarde was placed under formal investigation in 2014 over her handling of a long-running dispute with Tapie, who claimed he was defrauded by the state-controlled bank Credit Lyonnais in its handling of his sale of Adidas in the 1990s.

The case against Lagarde stems from her decision to allow the row be settled by arbitration instead of by the courts, which would likely have resulted in a much smaller bill for the state.

Prosecutors have also questioned her failure to challenge the massive award.

A court has since found the arbitration to be fraudulent because one of the arbitrators had links to 73-year-old Tapie, a flamboyant figure who served as cities minister in the 1990s and has also dabbled in acting.

´Clear conscience´

Lagarde has denied any wrongdoing or that she acted on orders from then president Nicolas Sarkozy, of whom Tapie was a supporter.

In an interview with AFP in Washington earlier this month she insisted she had a "clear conscience".

"I´ve always acted in accordance with the law, and I´ve always had in mind the public interest.

"It was not my duty to select the arbitration panel, to investigate their past and history, and I had no reason to doubt their probity and honesty," she said.

Investigating magistrates however found evidence of "serious negligence on the part of a minister tasked with conducting affairs of state" and in December ordered the case go to trial.

Lagarde appealed the decision, but her challenge was struck out Friday.

The former corporate lawyer became the first woman to head the IMF when she replaced Strauss-Kahn in July 2011.

The ruling comes just days after she began her second term as head of the institution, where she has been hailed as both a tough negotiator and a skilled consensus-builder.

If tried and convicted, she risks up to a year in prison and a fine of 15,000 euros.
