Clinton accuses Trump of scapegoating Muslim soldier's parents

CLEVELAND HEIGHTS, OHIO: US Democratic presidential candidate Hillary Clinton accused Donald Trump on Sunday of scapegoating the parents of a Muslim soldier killed in Iraq, after the Republican nominee took issue with remarks the soldier's father made at the Democratic National Convention.

Trump, in an ABC interview that aired on Sunday, questioned why Ghazala Khan, mother of US Army Captain Humayun Khan, stood quietly by her husband, Khizr Khan, as he took the stage at last week's Democratic convention in Philadelphia.

Trump suggested the mother might not have been "allowed" to speak.

Speaking at a church service, Clinton said Trump had been insulting to a family who had sacrificed so much. She also used the episode to contrast her own religious faith with that of Trump, who has spoken of religion on the campaign trail infrequently.

"I don't begrudge anyone of any other faith or of no faith at all, but I do tremble before those who would scapegoat other Americans, who would insult people because of their religion, their ethnicity, their disability," Clinton said in remarks at the Imani Temple Ministries, an African-American church in Cleveland Heights, Ohio.

"It's just not how I was raised, that's not how I was taught in my church," said Clinton, who grew up as a Methodist. "Tim Kaine and I are people of faith," she said, referring to her vice presidential running mate, who is a Catholic.

Top Republican lawmakers House Speaker Paul Ryan and Senate Majority Leader Mitch McConnell also condemned Trump's remarks in separate statements, although they did not mention their presidential candidate by name.

"Many Muslim Americans have served valiantly in our military, and made the ultimate sacrifice. Captain Khan was one such brave example," Ryan said.

"His sacrifice - and that of Khizr and Ghazala Khan - should always be honored. Period." he said.

Earlier on Sunday, Ghazala Khan took up her own defense in an opinion piece in the Washington Post, saying her husband had asked her in advance whether she would want to speak at the convention but that she had decided she would be unable to do so on stage because of her pain over the 2004 death of her son.

"Donald Trump said that maybe I wasn't allowed to say anything. That is not true," she wrote. "When Donald Trump is talking about Islam, he is ignorant."

In a statement issued on Sunday evening by the Trump campaign, Trump's running mate, Mike Pence, said that he and the Republican nominee "believe that Captain Humayun Khan is an American hero" that his family, like other families of fallen soldiers, "should be cherished by every American."

But Pence added that Captain Khan had died defending the country against terrorism and that Trump's policies would reduce the likelihood that other families would face the kind of heartbreak the Khans had.

Khizr Khan, a US citizen of Pakistani origin and a Muslim, spoke about his war hero son at the Democratic convention and took issue with Trump's call for a temporary ban on the entry of Muslims into the United States.

Khizr Khan invited the Republican nominee to read the US Constitution and visit the graves of American soldiers from many backgrounds at Arlington National Cemetery.

In the interview aired on Sunday morning on ABC's "This Week," Trump cast doubt on why Khan's wife did not speak.

"She was standing there, she had nothing to say, she probably, maybe she wasn't allowed to have anything to say. You tell me," Trump said.

Trump also tweeted that he had been "viciously attacked" by Khan at the convention. "Am I not allowed to respond?" he asked. The candidate also tried to change the subject to the war itself: "Hillary voted for the Iraq war, not me!"

On Twitter, Republican strategist Ana Navarro called Trump's comments about the Khans "gross" and labeled him a "jerk."

Trump's campaign manager, Paul Manafort, said he sympathizes with the Khan family but that their loss is not the issue at hand.

"The issue really is radical jihad and the risk to the American homeland," he said on CBS, defending Trump's proposal to suspend immigration from some geographic regions.

Harry Potter magic hits Asia as fans celebrate new book

Singapore: Harry Potter magic hit Asia on Sunday, as aspiring witches and wizards crowded into bookstores to get their hands on the first copies of a new play that imagines the hero as an adult.

Launch parties for "Harry Potter and the Cursed Child" were held hours after the play´s premiere in London, setting the stage for a return of the series that has captivated readers and movie audiences worldwide.

Nearly 300 fans rushed through the doors of Kinokuniya bookstore on Singapore´s Orchard Road at 7:01 am (2301 GMT Saturday) to become one of the first people in the world to see the new script.

Student Samantha Chua, 24, who along with her boyfriend was first in line, said she had been waiting outside the fourth-floor bookstore since 5:00 am.

"We were here so early that the mall wasn´t even open yet so we had to come up through the cargo lifts," she told AFP, adding that it was "all worth it".

"I grew up reading the books and I have a special place for them on my shelves but this will be my crowning glory," added Chua, who was wearing a Harry Potter-themed sweater.

Widely seen as the eighth Harry Potter instalment, the play is set 19 years after the end of the last book and features a grown-up Potter working at the Ministry of Magic.

Like many of his fans, Potter has now become an adult and has three children with his wife Ginny Weasley.

He still has his trademark round-rimmed glasses and the scar on his head, a permanent reminder of his nemesis Lord Voldemort, but must now help his youngest son Albus confront the family´s dark past.

The script´s global kickoff was timed to coincide with its launch at midnight in London, after the play´s world premiere at the Palace Theatre earlier in the evening. July 31 is also author J. K. Rowling´s birthday.


Wands, wizards and wonder


In India, fans began lining up outside shops which had opened early especially for the script´s release.

"It´s been amazing to see 10-year-old fans and 70-year-old grandmothers turn up at our shops," Shilpi Agarwal, a spokeswoman for Om book shops, said in New Delhi.

"We´ve got an excellent response," she told AFP, adding that the store would be laying on Potter-themed activities throughout the day.

In Bangkok, around 40 fans, many wielding wands and other wizarding paraphernalia, gathered outside a large downtown mall overnight.

Sanpipat Huangsawat, 29, was first in line and had started queuing at 6:30 pm on Saturday evening. He finally got his hand on the book some 11 hours later.

"I feel very excited and it´s great to be the first owner of this book in Thailand," he told AFP.

Sheryans, 16, said he was not sure he´d ever get the chance to see another Harry Potter book launch.

"I´ve been following the Harry Potter series since I was eight years old, and it´s unbelievable that after nine years they´re keeping it going," he told AFP in Bangkok.

Dozens gathered at a downtown bookstore in Hong Kong to get the new title and try on Harry Potter costumes provided by the store.

Ten-year-old Adele Leung, who came with her mother, was anxious to crack into the latest Potter tome.

"I love Harry Potter and have read all of the last ones. I think I will read it in a few days," she said.

Govt to pay all medical expenses of Hanif Muhammad: PM

ISLAMABAD: Prime Minister Nawaz Sharif has announced that the federal government would bear all medical expenses of former Pakistan cricketer Hanif Muhammad.

The 81-year old was hospitalised early Sunday due to complications from a recurring cancer disease. According to doctors the cricketer will be undergoing a series of tests in Karachi. The prime minister praised the legendary batsman for his services to the country and also prayed for his speedy recovery.

Earlier, however, the batting legend complained that no government official was responding to his calls for financial assistance. ?My son Shoaib has been calling everyone including Sindh?s governor, Prime Minister Nawaz Sharif and his brother Shahbaz Sharif but no one answered,? he said. ?I consider myself an unfortunate person because of this,? he added. 

Born in Junagadh then part of British India Hanif represented Pakistan in 55 Tests, scoring 3,915 runs at an average of 43.98. He still holds the record for highest score (337) in an innings by a Pakistani batsman followed by Inzamamul Haq (329) and Younus Khan (313). The veteran was also named as Wisden Cricketer of the Year in 1968.

Three alleged robbers gunned down in Karachi

KARACHI: At least two alleged robbers were killed by unknown men at Urdu Bazaar, Nazimabad.

Police said that the alleged robbers were coming towards a shop with the intention of a robbery when they were shot dead.

DIG West Zulfiqar Larak said that two different statements had come forward about the incident. In the first a shopkeeper shot dead the two men. In the second statement unidentified men in a car opened fire at the men.

Police has confiscated the weapon and motor bike of the alleged robber and begun an investigation into the issue.

In a separate incident an alleged robber was shot dead by police during a shootout at Safoora. His accomplice fled, police said.

SSP Rao Anwar said that the alleged robbers were looting citizens. A policeman was injured when the alleged terrorists opened fired at the police. Weapons and a snatched motorbike were recovered from them.

 

CM Murad returns after meeting Zardari in Dubai

KARACHI: Sindh Chief Minister Murad Ali Shah reached Karachi on Monday after a meeting with Pakistan People’s Party co-chairman Asif Ali Zardari.

A meeting between newly appointed chief minister and Zardari took place for over five hours in Dubai on Sunday, sources said.

During the meeting matters related to law and order of the province came under discussion, sources said.

Shah thanked Zardari for selecting him for the chief minister slot.

Sources said that the portfolio of interior minister will remain with the chief minister. The decision was taken in light of the volatile security situation in Sindh so that  the chief minister could directly oversee matters.

Speaking to the media after the meeting Shah said that he often asks Zardari to guide him in his day to day affairs. He added that he did not discuss portfolios of the new Sindh cabinet with the co-chairman.

“Selecting portfolios of the new cabinet is my responsibility,” he said.

He said that Rangers power in the province have been made an issue by the media. “Several summaries like these come to the chief minister.”

He added that serving the people is his foremost priority. “The co-chairman gives a policy. I have the authority to take decisions for provincial matters,” he said.

The girl identified as Janat Hayat had gone shopping with her father, police said.

Initially, an argument took place between two SHOs over the registration of the case in the concerned police station. The issue was resolved when the SP arrived and a case was registered in Old Anar Kali police station, upon the father?s request.

Meanwhile, two children who went missing on Sunday evening from Lahore?s Samanabad and Gulberg areas were found today. Police found the children during patrol in Lahore's Defence area and they were later handed over to the parents.

Earlier, a 10-year-old girl who went missing in May was found from Sindh?s Shikarpur area. The father of the girl had registered a case on May 25. Police said the girl is handicapped and her relatives had kept her in captivity. The relatives of the girl were beggars and had involved the kidnapped girl in begging too, police said.

The girl?s father is a beggar too and her mother reportedly sold her off for money.

A wave of anxiety has gripped the region following kidnapping of 600 children from Lahore and other parts of Punjab within a short span of time.

The Supreme Court is currently hearing a suo moto case of the rise incidents of kidnapping of children in Punjab.

Incidents of missing children from Punjab have been on the rise recently. More than a dozen children went missing from Badami baagh (garden) in the past few months alone.

The police, meanwhile, maintains that not all of the missing children were kidnapped. Additional Inspector General Police Shahzada Sultan, citing statistics, said that during 2015 kidnapping cases of 1,134 children were registered in Punjab, of whom 1,093 were recovered. This year 681 cases have been registered, whereas 640 children have been recovered already.

In the past six months, 312 children from Lahore alone and 652 children from all of Punjab have gone missing. According to official as well as unofficial reports, Lahore leads the list for the reported child kidnappings.

Taliban truck bomb rocks hotel for foreigners in Kabul

Kabul: A massive Taliban truck bomb struck a hotel for foreigners on the outskirts of Kabul early Monday, officials said, just days after the deadliest attack in the Afghan capital for 15 years.

There was no immediate word on casualties from the powerful bombing, which occurred close to a military base next to Kabul´s international airport, and rattled windows several kilometres (miles) away.

The attack on Northgate, a heavily guarded compound for foreign contractors which was previously attacked in July 2013, underscores the worsening security situation as the Taliban ramp up their annual summer offensive.

"A truck packed with explosives struck the entrance of Northgate," an Afghan security source told AFP, without offering any further details.

Taliban spokesman Zabihullah Mujahid said insurgents armed with rocket-propelled grenades and other weapons blasted their way into the compound after the truck bomb went off.

He claimed that more than 100 "American invaders" were killed and wounded in the assault, which began around 1:30 am (2100 GMT Sunday). The Taliban are routinely known to exaggerate the toll from their attacks.

Afghan commandos cordoned off all arterial roads leading to Northgate, with erratic grenade explosions and gunfire coming from the scene after daybreak, local TV station Tolo said.

It added that NATO special forces were overseeing the clearance operation at the Northgate, a luxury enclave which had been fortified with blast walls, watchtowers and sniffer dogs.
The hotel was not immediately reachable by telephone.

Tremors from the powerful explosion, which was preceded by a power outage, were felt across the city.

The assault comes as the Taliban ramp up their annual summer offensive after a brief lull during the holy fasting month of Ramadan, which ended in early July.


Growing insecurity 


A chillingly similar Taliban attack on the compound in July 2013 -- a truck bomb followed by a gun siege -- killed nine people, including four Nepalese and one Briton.

Monday´s attack comes after twin bombings left 80 people dead in the Afghan capital on July 23, in the deadliest attack in the city since the Taliban were ousted from power in 2001.

The bombings tore through crowds of minority Hazara protesters as they gathered to demand that a major power line be routed through the central province of Bamiyan, one of the most deprived areas of Afghanistan.

That attack claimed by the Daesh (Islamic State) group, which is less powerful than the Taliban but is making gradual inroads into Afghanistan.

Afghan forces backed by US airstrikes have since intensified an offensive against IS jihadists in their eastern stronghold of Nangarhar.

The latest attacks in Kabul are a grim indicator of growing insecurity in Afghanistan, which has resulted in large civilian casualties.

The UN last week said civilian casualties rose to a record high in the first half of 2016, with children in particular paying a heavy price as the conflict escalates.

Between January and June, 1,601 civilians were killed and 3,565 were wounded -- a four percent increase in casualties compared to the same period last year, the United Nations Assistance Mission in Afghanistan (UNAMA) said.

Monday´s assault illustrates the report´s finding that suicide bombings and complex attacks are now hurting more civilians than roadside bombs.

 

Prime suspect in RYK torture cell case presents himself to police

RAHIM YAR KHAN: The central character behind a private torture chamber, unearthed in Rahim Yar Khan (RYK) a couple of days ago, on Sunday presented himself to police denying 'involvement in any wrongdoing'.

A torture cell was unearthed on Thursday belonging to influential people in Rahim Yar Khan’s Satellite Town. Several secret videos depicting severe torture being inflicted on the victims emerged.

It was found out that the prisoners were brutally made to suffer in the prison cells, guarded by heavily armed men.

It was further learnt that people were brought to the cells over issues ranging from property disputes to settling personal scores.

Geo News had aired the story of the private torture cell being run in Rahim Yar Khan, following which eight suspects were rounded up and the Station House Officer (SHO) B-Division, Shabbir Ahmed, was suspended.

Police were on a hunt for Kami Shah since then.

Shah, however, today presented himself to police saying that had he been involved in any criminal activity, he would not have presented himself for arrest. He claimed that the man he was seen slapping in one of the videos wanted to kidnap his son.

The suspect was shifted to B-Division police station.

Earlier, a woman had also claimed that the house in which the torture chamber was built belongs to her.

Speaking to Geo News, the woman had said that she had to move to Islamabad after her house was captured by influential figures who later converted it into a torture chamber.

Shortly after the news was aired on TV channels, Chief Minister Shahbaz Sharif had taken notice of the matter and ordered concerned officials to take indiscriminate action against the culprits.

Pakistan, India likely to face off in ICC Women?s Championship

KARACHI: The bilateral series between the men teams of Pakistan and India may not resume in near time soon but the women teams from both the arch-rivals are likely to face off each other in the ICC Women’s Championship later this year.

Pakistan is scheduled to host India for a three-match ODI series during the window from August to October 2016, as part of ICC Women’s Championship, which is also the qualifying round for next year’s ICC Women’s World Cup.

The PCB, according to sources, has written to BCCI suggesting United Arab Emirates (UAE) as the venue for series, tentatively scheduled for September.

The BCCI, however, has informed the PCB that it will commit to the series only after government’s approval, which has already been sought.

“BCCI has told PCB that they’re in contact with their government and a final reply is expected in the first week of August,” a source within the PCB told this correspondent.

“We are hoping for a reply in coming week; a positive one,” the source added.

India is currently placed at the 6th slot in ICC Women’s Championship, while Pakistan at 7th position.

And India, if want to directly qualify for the Women’s World Cup, can’t afford to skip the series against Pakistan.

Meanwhile, a source in the ICC stated that if a team refuses to play any ICC-event related matches against any other team then it will be taken as points forfeited.

Plots allotted to martyrs dependents to be exempted from CGT: Dar

ISLAMABAD: Minister for Finance Ishaq Dar Sunday said the plots allotted to the dependents of martyrs would be exempted from Capital Gain Tax (CGT).

CGT would not be applied on the selling of plots allotted to the heirs of the martyrs for one time only, he said while addressing a press conference here.

The minister said 50 per cent tax would be reduced on the transaction of plots allotted to the government servants.

He went on to say that the president had approved Income Tax Amendment Ordinance Bill 2016 enforcing the package announced by the government on Saturday for valuation of fair market value of property immediately.

Ishaq Dar said the legislation to enact the money bill would require at least one month therefore the government had decided to implement it immediately through an ordinance.

The normal process of legislation in this regard would be initiated in the upcoming Senate and National Assembly sessions, he added.

The minister also announced on the occasion that the president on the advice of the prime minister had also consented to lifting of Customs Act 1969 imposed in Provincially Administered Tribal Areas (PATA).

The act would no more be applicable in Malakand Division and Kohistan District in 24 hours, he added.

He clarified that the Customs Act was implemented in PATA on March 28 2016 on the request of Khyber Pakhtunkhwa (KP) government and now on its request it was declared as non functional.

The KP government had sent a summary in May 2015 requesting that the Custom Act be implemented in PATA which was duly approved by the president.

However after strong reaction by the PATA people as they suffered a lot due to this act, the KP government again sent a summary in May 2016 requesting to repeal it which has been approved by the president today, the minister added.

Replying to a question, Ishaq Dar said in the previous year the government earned around Rs8 billion revenue from the real estate sector, which after legislation, would likely increase up to Rs70 billion for the current fiscal year 2016-17. He said no such steps could have been taken in the country's 70-year history before.

The present government, however, managed to bring the reforms which would help bring transparency in the real estate sector, he added.

To another question he said Pakistan Tehreek-i-Insaf (PTI) chairman Imran Khan should better focus on the genuine issues of the KP people instead of doing politics of agitation.

He said the Chitral people were suffering from flash floods as dozens of them died and many houses damaged.

The PTI chief should turn his attention towards that area, he added.

ISLAMABAD: Minister for Finance Ishaq Dar Sunday said the plots allotted to the dependents of martyrs would be exempted from Capital Gain Tax (CGT).

CGT would not be applied on the selling of plots allotted to the heirs of the martyrs for one time only, he said while addressing a press conference here.

The minister said 50 per cent tax would be reduced on the transaction of plots allotted to the government servants.

He went on to say that the president had approved Income Tax Amendment Ordinance Bill 2016 enforcing the package announced by the government on Saturday for valuation of fair market value of property immediately.

Ishaq Dar said the legislation to enact the money bill would require at least one month therefore the government had decided to implement it immediately through an ordinance.

The normal process of legislation in this regard would be initiated in the upcoming Senate and National Assembly sessions, he added.

The minister also announced on the occasion that the president on the advice of the prime minister had also consented to lifting of Customs Act 1969 imposed in Provincially Administered Tribal Areas (PATA).

The act would no more be applicable in Malakand Division and Kohistan District in 24 hours, he added.

He clarified that the Customs Act was implemented in PATA on March 28 2016 on the request of Khyber Pakhtunkhwa (KP) government and now on its request it was declared as non functional.

The KP government had sent a summary in May 2015 requesting that the Custom Act be implemented in PATA which was duly approved by the president.

However after strong reaction by the PATA people as they suffered a lot due to this act, the KP government again sent a summary in May 2016 requesting to repeal it which has been approved by the president today, the minister added.

Replying to a question, Ishaq Dar said in the previous year the government earned around Rs8 billion revenue from the real estate sector, which after legislation, would likely increase up to Rs70 billion for the current fiscal year 2016-17. He said no such steps could have been taken in the country's 70-year history before.

The present government, however, managed to bring the reforms which would help bring transparency in the real estate sector, he added.

To another question he said Pakistan Tehreek-i-Insaf (PTI) chairman Imran Khan should better focus on the genuine issues of the KP people instead of doing politics of agitation.

He said the Chitral people were suffering from flash floods as dozens of them died and many houses damaged.

The PTI chief should turn his attention towards that area, he added.

Speaking at a news conference here, Mufti Abdul Qavi said he does not even know the family of suspect Abdul Basit, not to talk of any relation with him.

The cleric, who had to lose his membership of the Ruet-i-Hilal Committee following the surfacing of a video in which he was seen with Baloch on social media, said he has prepared answers to the 14-point questionnaire handed to him pertaining to the investigations of Baloch's murder and will submit it to police on Monday (tomorrow).

Earlier today reports suggested Abdul Basit, who had driven Qandeel Baloch’s brother Waseem and cousin Haq Nawaz to Multan in a taxi, to be the son of Mufti Qavi’s uncle.

On July 15, Basit had allegedly driven the two to Multan from Baloch's ancestral village Shah Saddar Din in Dera Ghazi Khan, around 130 kilometers away. He is reportedly a resident of the same village as that of Baloch.

Waseem and Haq Nawaz had reportedly returned to the village shortly after the murder.

Basit had handed himself over to police on 27th July in Multan.

Mufti Qavi, at the news conference today, said he does not know any Basit.

The cleric said that he had not been contacted by any of Qandeel’s heirs after her murder and that he does not know details regarding her family.

Earlier, the mother of slain model had claimed that Mufti Qavi had provoked her son Waseem into murdering her daughter.

Meanwhile, a local court in Multan sent Waseem to jail after completion of a 14-day physical remand. Haq Nawaz remains with the police on a five-day physical remand.

Geo News restored to its previous position in Karachi

KARACHI: Geo News on Sunday was restored to its previous position in almost all areas of Karachi, while officials of the Pakistan Electronic Media Regulatory Authority (PEMRA) said the channel has been placed back on its position of July 27 upon the authority's directives.

The transmissions of Geo News were disrupted on July 28 and the channel was put on last numbers on the local cable network making it inaccessible for the people in many areas.

The move prompted journalist fraternity, lawyers' bodies, civil society and human rights groups to protest against curbs on media. A large number of masses from all walks of life participated in Saturday's demonstrations held across the country.

The cable operators, however, today restored the channel to its earlier position.

"Geo News thanks journalist bodies, lawyers, politicians and rights groups for standing by it in another phase of struggle for the freedom of press. The channel also expresses gratitude to doctors, politicians and the commoners who supported it in this campaign," said the spokesman, adding that we also thank the cable operators who restored it to its original position.

"We resolve to keep providing the people with news and analyses relating to the affairs and issues concerning them," said the spokesperson.

"We stand by our commitment to the integrity of Pakistan, its federation and the democracy," he added.

Samia's father refuses to recognize her second husband

JHELUM: The father of Samia Shahid, a British national allegedly killed for 'honour' in Jhelum, on Sunday declined to recognize her second husband before a high-level investigation committee formed last week to probe the matter.

The three-member committee visited the scene of the tragedy in Jhelum and penned down statements by prime suspect, Samia’s first husband, Chaudhary Shakeel and father Chaudhary Shahid.

The committee also summoned Samia’s second husband Syed Mukhtar Kazam and recorded his statement.

Chaudhary Shahid refused to recognize Mukhtar Kazam in front of the committee. The committee on Monday will record statement of the doctor who had carried out Samia’s post-mortem.

The investigative team also analysed the police’s initial report on the case. A written report on the probe will be presented to CM Punjab.

No conclusive investigation has yet been completed by the Jhelum police even after 11 days following the mysterious alleged honour killing of 27-year-old Samia.

Samia Shahid married Mukhtar Kazam less than two years ago against her family's wishes and went to live with his family in Dubai.

This month Samia, originally from Bradford, went to visit her father in a village called “Poteh” near Dina on the 14th of July. Her family, who are also British nationals, were in Pakistan following a bereavement within the family.

Earlier, sources close to the case told Geo News that police showed negligence in the initial investigation of the murder probe. The case, as a result, is getting complicated with pressure mounting on the Pakistan government by authorities in the United Kingdom, they added.

It took four days for the police to register an FIR of the incident.

It is understood that after marrying Mukhtar Kazam, the couple had faced death threats.

After Samia’s death in mysterious circumstances, her husband was told she died of a heart attack but the parents lodged a statement saying she committed suicide.

Her husband lodged an FIR in Jhelum alleging foul play. In the FIR seen by The News, the husband alleged that his wife was buried without his knowledge.

CM Sindh Murad Ali Shah leaves for Dubai

KARACHI: Former president and Pakistan People's Party (PPP) co-chairman Asif Ali Zardari on Sunday called newly elected Chief Minister Sindh Murad Ali Shah to Dubai, sources said.

Murad Ali Shah is leaving immediately for Dubai, the sources said, adding that he arrived in Karachi from Larkana as per a scheduled flight.

Who will be Pakistan's next Chief of Army Staff? 

ISLAMABAD: The announcement by the ISPR a few months back that General Raheel Sharif would not seek extension, on the one hand, had cleared the mist around rumours of his extension, but on the other hand, it had also turned the discussions to the new chapter: who would become the next COAS and hold this powerful and of course, a very important appointment?

The present Army Chief Gen. Raheel Sharif will retire on Nov 28 this year and Gen. Rashad Mahmood, who is the existing Chairman Joint Chief of Staff Committee, will be retiring a day prior to the Army Chief, on Nov 27. If history and precedence have any say in Pakistan, the appointment of CJCSC is again likely to be made from Pakistan Army, because only two of the past CJCSCs were from other services. In this case, we will see two of the Lieutenant Generals being elevated as four star generals during November this year. Who they would be is a million dollar question, but statistics tell us a lot.

Seniority of PMA Long Course, coupled with the rank and Pakistan Army number [PA Number], determines one’s standing in the Army. Among the present three stars, we have officers from 62nd PMA Long Course, who are the senior most after COAS. From within them, Lt. Gen. Zubair Mehmood Hayat, an artillery officer, is the senior most and is the present Chief of General Staff of Pak Army. The others include Lt. Gen. Najib Ullah Khan, Lt. Gen. Wajid Ul Hassan, Lt. Gen. Ishfaq Nadeem, Lt. Gen. Javed Iqbal, and Lt. Gen. Qamar Javed Bajwa.

Lt. Gen. Zubair remained on important appointments like Corps Commander Bahawalpur and Director General Strategic Plans Division before assuming his present office. He was also Principal Staff Officer with former Army Chief Gen. Ashfaq Parvez Kayani as a Brigadier.

Next in the line is Lt. Gen. Najeeb ullah Khan, who is from the Corps of Engineers and is presently serving as Director General Joint Staff. He was previously Quarter Master General in GHQ and also served as DG FWO. However, he has also not commanded a corps yet.

Next in seniority is the officer from the Armoured Corps, Lt. Gen. Wajid Ul Hassan. He is presently serving as the Chairman of Heavy Industries Taxila. However, he has not commanded any corps as yet too.

Fourth in line is Lt. Gen. Ishfaq Nadeem, who had been Chief of General Staff and was also Director General Military Operations. Presently, he is commanding Multan Corps.

Note that many of the former army chiefs had also served as DGMO. These include Gen. Jehangir Karamat, Gen. Pervez Musharraf, Gen. Ashfaq Parvez Kayani, and Gen. Mirza Aslam Beg, who all held appointment of DGMO before becoming an army chief.

Lt. Gen. Javed Iqbal is another prominent officer from 62nd Long Course, who is presently commanding Bahawalpur Corps and was previously president of National Defence University.

Lt. Gen. Qamar Javed Bajwa is also among the runners who was previously Commander of important Rawalpindi Corps and is presently employed as Inspector General Training and Evaluation, at GHQ, a position General Raheel Sharif held before becoming the army chief.

Normally, commanding a corps carries huge weightage before being considered for promotion to the four-star general. If the prime minister considers this important fact, then we will clearly see four frontrunners for the two appointments of CJCSC and COAS: Lt. Gen. Zubair Hayat, Lt. Gen. Ishfaq Nadeem, Lt. Gen. Javed Iqbal, and Lt. Gen. Qamar Bajwa. Normally, CGS and DGMO are the most important appointments in the career of any general officer, as majority of former chiefs had either been CGS, DGMO, or both.

Prime Minister office has to make the final decision, and recommendations of the present chief will definitely carry a lot of value. In 1992, Mr Nawaz Sharif announced appointment of Gen. Asif Nawaz, three months prior to the vacation by Gen. Mirza Aslam Beg. What course of action he adopts this year and who he selects for this coveted position, will have a lot of bearing on the war on terror and the future of Pakistan.

 

 

Noose tightening around terrorists: COAS Raheel Sharif

CHITRAL: Chief of Army Staff General Raheel Sharif on Sunday attended the ongoing Shandur Polo festival and said it is the result of the sacrifices made by the nation and the armed forces that today people are able to breathe peacefully.

Addressing the festival participants, the army chief said that the Shandur festival sends a clear message to terrorists that Pakistanis will continue with their traditions without fear. 

?I assure you that noose is tightening around terrorists and their facilitators,? he said, adding that the mission against terrorists will continue nationwide to sustain peace.

Gen. Raheel Sharif also said that the day is not far when Pakistan becomes a symbol of education, development, peace and prosperity.

The COAS added that the Shandur festival is a positive step towards promotion of tourism in the country, and that organisers of the event deserve praise for their initiative.

The three-day Shandur Polo festival kicked off on Friday, attracting a large number of local and international visitors who arrived to watch this unusual game at the highest Polo ground of the world.

Nestled amid the Hindukush Mountains, the Shandur polo ground is situated at a height of 12500 feet above sea level.

The sport is played on horseback with players hitting a ball with a mallet.

The festival has been organised after a three-year hiatus.

Erdogan says to close military schools, rein in armed forces

ANKARA: Turkey will shut down its military academies and put the armed forces under the command of the defense minister, President Tayyip Erdogan said on Saturday in a move designed to bring the military under tighter government control after a failed coup.

The changes, some of which Erdogan said would likely be announced in the government's official gazette by Sunday, come after more than 1,700 military personnel were dishonorably discharged this week for their role in the abortive July 15-16 putsch.

Erdogan, who narrowly escaped capture and possible death on the night of the coup, told Reuters in an interview last week that the military, NATO's second-biggest, needed "fresh blood". The dishonorable discharges included around 40 percent of Turkey's admirals and generals.

Turkey accuses US-based Islamic cleric Fethullah Gulen of orchestrating the putsch, in which a faction of the military commandeered tanks, helicopters and fighter jets and attempted to topple the government. Erdogan has said 237 people were killed and more than 2,100 wounded.

Gulen, who has lived in self-imposed exile in the United States for years, denies the charge and has condemned the coup. So far, more than 60,000 people in the military, judiciary, civil service and schools have been either detained, removed or suspended over suspected links with Gulen.

Turkey's Western allies condemned the attempted putsch, but have been rattled by the scale of the resulting crackdown.

"Our armed forces will be much stronger with the latest decree we are preparing. Our force commanders will report to the defense minister," Erdogan said in an interview on Saturday with A Haber, a private broadcaster.

"Military schools will be shut down... We will establish a national defense university."

He also said he wanted the national intelligence agency and the chief of general staff, the most senior military officer, to report directly to the presidency, moves that would require a constitutional change and therefore the backing of opposition parties.

Both the general staff and the intelligence agency now report to the prime minister's office. Putting them under the president's overall direction would be in line with Erdogan's push for a new constitution centered on a strong executive presidency.

Erdogan also said that a total of 10,137 people have been formally arrested following the coup.

Military stretched 

The shake-up comes as Turkey's military - long seen as the guardians of the secular republic - is already stretched by violence in the mainly Kurdish southeast, and Daesh (Islamic State) attacks on its border with Syria.

The army killed 35 Kurdish militants after they attempted to storm a base in the southeastern Hakkari province early on Saturday, military officials said.

Erdogan said he planned to thin the numbers of the gendarmerie security forces widely used in the fight against Kurdish militants in the southeast, although he said they would become more effective with better weaponry and he promised to continue the fight against Kurdish insurgents.

Separately, the head of the pro-Kurdish opposition told Reuters that the government's chance to revive a wrecked peace process with Kurdish rebels has been missed as Erdogan taps nationalist sentiment to consolidate support.

State-run Anadolu Agency reported that 758 soldiers were released on the recommendation of prosecutors after giving testimony, and the move was agreed by a judge.

Another 231 soldiers remain in custody, it said.

 

'Shameful'

Erdogan, meanwhile, has said it was "shameful" that Western countries showed more interest in the fate of the plotters than in standing with a fellow NATO member and has upbraided Western leaders for not visiting after the putsch. U.S. chairman of the Joint Chiefs of Staff Joseph Dunford, a top military official, is due to visit Turkey on Sunday.

In an unexpected move, Erdogan said late on Friday that as a one-off gesture, he would drop all lawsuits filed against people for insulting him. He said the decision was triggered by feelings of "unity" against the coup attempt.

It could also be aimed at silencing his Western critics. Prosecutors have opened more than 1,800 cases against people for insulting Erdogan since he became president in 2014, the justice minister said earlier this year. Those targeted include journalists, cartoonists and even children.

It was not immediately clear whether Erdogan would also drop his legal action against German comedian Jan Boehmermann, who earlier this year recited a poem on television suggesting Erdogan engaged in bestiality and watched child pornography, prompting the president to file a complaint with German prosecutors that he had been insulted.

European leaders worry that their differences with Erdogan could prompt him to retaliate and put an end to a historic deal, agreed in March, to stem the wave of migrants to Europe.

"The success of the pact so far is fragile. President Erdogan has several times hinted he wants to terminate the agreement," European Commission President Jean-Claude Juncker told Austria's Kurier newspaper in an interview, when asked if the pact could fall apart. [L8N1AG09T]

Erdogan criticized the European Council and the European Union, which Turkey aspires to be a part of, for failing to visit to offer condolences, saying their criticism was "shameful".

Erdogan has called on Washington to extradite Gulen. Turkish officials have suggested the United States could extradite him based on strong suspicion, while President Barack Obama last week insisted Turkey must first present evidence of Gulen's alleged complicity.

Court reporters

On Saturday, 56 employees of Turkey's constitutional court were suspended from their jobs as part of the investigation into the alleged coup, private broadcaster Haberturk TV reported.

Among those, more than 20 court reporters were detained, it reported.

The number of public sector workers removed from their posts since the coup attempt is now more than 66,000, including some 43,000 people in education, Anadolu reported on Friday.

Interior Minister Efkan Ala said more than 18,000 people had been detained over the failed coup, and that 50,000 passports had been canceled. The labor ministry said it was investigating 1,300 staff over their possible involvement.

Erdogan has said that Gulen harnessed his extensive network of schools, charities and businesses, built up in Turkey and abroad over decades, to create a "parallel state" that aimed to take over the country.

The government is now going after Gulen's network of schools and other institutions abroad. Since the coup, Somalia has shut two schools and a hospital believed to have links to Gulen, and other governments have received similar requests from Ankara, although not all have been willing to comply.

AJK Assembly to elect PM today

MUZAFFARABAD: The Azad Jammu and Kashmir Legislative Assembly will elect the leader of the house on Sunday, for which the Pakistan Muslim League-Nawaz (PML-N) has already nominated Raja Farooq Haider Khan.

Apart from the ruling PML-N’s candidate, Chaudhry Yasin from Pakistan People’s Party (PPP) and Pakistan Tehreek-i-Insaf’s (PTI) Devan Ghulam Mohiuddin also submitted their papers for nomination.

The Election Commission of Pakistan (ECP) has issued a schedule for selection of the AJK president as well. The papers for presidency would be submitted on August 11 at 10 AM, where scrutiny of the papers would be carried out on the same day.

The papers for nomination could be taken back till 12 PM on August 11. Polling would begin on August 15, from 10 AM to 3 PM.

PML-N’s candidate Farooq Haider has served as prime minister earlier, and he is currently president of the PM-N AJK chapter.

On Saturday, Pakistan Muslim League-Nawaz (PML-N) candidate Shah Ghulam Qadir and Sardar Farooq Tahir were elected as the Speaker and Deputy Speaker of the Azad Jammu and Kashmir Legislative Assembly.

According to the official results of the AJK polls on July 21, PML-N had emerged as front-runner in the polls for AJK Legislative Assembly with 31 seats to its credit.

Prime Minister Nawaz Sharif following his party’s major win, had directed the members of the AJK Legislative Assembly that the new government in the state should work for strong, transparent, corruption free administration, which must guarantee a system that is based on merit.

 

 

Afghan Taliban delegation visits China to discuss unrest -sources

PESHAWAR: A delegation from the Taliban visited China earlier this month to discuss the situation in Afghanistan, where the insurgent movement is fighting the Western-backed government in Kabul, sources in the Taliban said.

A delegation led by Abbas Stanakzai, head of the Taliban´s political office in Qatar, visited Beijing on July 18-22 at the invitation of the Chinese government, a senior member of the Taliban said.

"We have good terms with different countries of the world and China is one among them," said the Taliban official, who spoke on condition of anonymity.

"We informed Chinese officials about the occupation by invading forces and their atrocities on Afghan people," he said.

"We wanted the Chinese leadership to help us raise these issues on world forums and help us get freedom from occupying forces."

The visit was confirmed by other senior Taliban figures who did not want to be named because they were not authorized to speak on behalf of the Qatar political office.

The Chinese foreign ministry did not immediately respond to a request for comment.

Along with Pakistan, the United States and Afghanistan itself, China is a member of the four-country group that tried to restart peace talks with the Taliban earlier this year.

That effort never got beyond exploratory talks between the countries themselves and appeared to break down definitively when former Taliban leader Mullah Mohammad Akhtar Mansour was killed in a US drone strike in Pakistan in May.

However in public statements, the Taliban have said that they wish to have good relations with Afghanistan´s neighbours, many of which are concerned at the threat of local separatist militant movements.

China has long been concerned that instability in Afghanistan will spill over into the violence-prone far western Chinese region of Xinjiang, where hundreds have died in recent years in unrest blamed by Beijing on extremists.

7 'militants' killed in CTD Sheikhupura operation

SHEIKHUPURA: The Counter Terrorism Department (CTD) claimed on Sunday to have killed seven terrorists during an operation in Punjab's Sheikhupura.

An exchange of fire took place between the CTD personnel and militants in Char Chak Risala, during which seven militants  were killed and three were successful in escaping, the CTD informed.

The area has been cordoned off in order to arrest the fled militants, the CTD added.

The killed terrorists belonged to a banned militant outfit, claimed the CTD.

The suspects allegedly had plans to launch terror attacks in Lahore and Sheikhupura.

The CTD said explosive material, hand grenades, a Kalashnikov, three motorcycles and maps of sensitive installations were also recovered in the operation.  

Constitution gives federation full authority to extend powers

ISLAMABAD: The federal government has sweeping authority under the Constitution to extend the policing powers of the Rangers in Sindh for continuation of the ongoing targeted operation against criminals without even the consent of the provincial administration.

The federal government is armed with the massive powers to take steps to protect every province against external aggression and internal disturbances despite the much-touted 18th Amendment.

When Interior Minister Chaudhry Nisar Ali Khan talks about “other options” to exercise if the Sindh government doesn’t extend the Rangers’ policing powers, he has in mind three constitutional articles 147, 148 and 149 that bestow on the federal government the requisite powers.

Although the legal cover for the Rangers’ successful campaign against target killers, kidnappers for ransom, extortionists, terrorists and mafias in Karachi expired on July 19, the Sindh government is yet to renew it, with the federal authorities being deeply concerned over the unnecessary dilly-dallying. On his first day in office, new Chief Minister Murad Ali Shah was apparently non-committal on giving a specific time to extend the powers of the paramilitary force and stated that he would look into the matter in a couple of days. However, Chaudhry Nisar hoped that the new man would extend the Rangers’ power in a couple of days. He was perturbed over making the issue of extension controversial for political expediency and not due to the performance of the paramilitary force every time its policing powers expire.

Although grave rows had hit the matter for more than once since the Rangers launched the concerted operation and produced results, yet at the end of the day the Sindh government had been extending the powers of the force. Therefore, not even has the federal government invoked any of the three constitutional articles to keep the Rangers in place in Sindh for the job assigned to the force.

The Constitution is absolutely explicit about the powers of the federal government vis-à-vis provinces. Article 147 says notwithstanding anything contained in the Constitution, a provincial government may, with the consent of the Federal Government, entrust, either conditionally or unconditionally, to the Federal Government, or to its officers, functions in relation to any matter to which the executive authority of the Province extends provided that the Provincial Government shall get the functions so entrusted ratified by the Provincial Assembly within sixty days.

The following article reads: The executive authority of every Province shall be so exercised as to secure compliance with federal laws which apply in that Province. In the exercise of the executive authority of the Federation in any Province regard shall be had to the interests of that Province. It shall be the duty of the Federation to protect every Province against external aggression and internal disturbances and to ensure that the Government of every Province is carried on in accordance with the provisions of the Constitution.

Article 149 says the executive authority of every Province shall be so exercised as not to impede or prejudice the exercise of the executive authority of the Federation, and the executive authority of the Federation shall extend to the giving of such directions to a Province as may appear to the Federal Government to be necessary for that purpose.

The executive authority of the Federation shall also extend to the giving of directions to a Province as to the construction and maintenance of means of communication declared in the direction to be of national or strategic importance.

The executive authority of the Federation shall also extend to the giving of directions to a Province as to the manner in which the executive authority thereof is to be exercised for the purpose of preventing any grave menace to the peace or tranquility or economic life of Pakistan or any part thereof.

Rangers? powers issue to be resolved in a day or two: Murad

KARACHI: Chief Minister Syed Murad Ali Shah will consult his cabinet about the extension in the special policing powers of the Sindh Rangers and their stay in the province, a Sindh Chief Minister House spokesman said on Saturday.

A spokesman for the CM House said the chief minister had not yet taken any decision on signing or not signing the summary pending with him seeking extension in the special policing powers of the Sindh Rangers in Karachi under the Anti-Terrorism Act. 

“News reports making the rounds that the new Sindh CM has signed the summary to this effect are not true,” said the spokesman.

Later talking to newsmen after visiting the Mazar-e-Quaid along with his cabinet members, Murad Ali Shah said the issue of delegating special policing powers to the Sindh Rangers would be resolved soon.

The maiden meeting of the new cabinet was held late on Saturday evening with Syed Murad Ali Shah in the chair but as such the special powers issue was not discussed, said the spokesman.

The chief minister said former chief minister Syed Qaim Ali Shah had done some work on the summary.

“I will look into it either today or tomorrow and as such this issue would soon be resolved. They (the Rangers) are working with us and for us,” said Murad.

Replying to a question, he lauded the services and sacrifices rendered by the Sindh Rangers and condemned the attack on them in Larkana. 

Murad Ali Shah said he had directed the IGP to arrest the terrorists behind the incident. 

“I want to see the terrorists behind bars. The police action must be very visible in this regard,” he said.

The chief minister said over Rs49 billion of a development budget had been released by July 22 which was a record in the history of Sindh. 

“This shows how much attention I am giving to development.”

Murad said he had announced his priorities on the floor of the house in his first speech soon after taking the vote of confidence. 

“The priorities are the same â€" the best law and order, good education and best health services.”

Replying to another question, he said the new cabinet would perform well. “We all as a team would deliver; I assure the people of Sindh and also thank them for supporting the PPP,” he said.

Meanwhile, presiding over his first cabinet meeting at the CM House Saturday evening, Murad said there was a perception of corruption and bad governance in Sindh.

“We have to remove this perception collectively by establishing good governance; it is not a big deal, but we just have to be honest in our work and actions.”

He said there were some big challenges for his government - the foremost challenge was to remove the perception of corruption and bad governance in Sindh. 

“We are accountable to the people, we are accountable to our party leadership and on top of it we are accountable to Allah Almighty; therefore, our actions and performance must be transparent,” he said.

“If we work with dedication and honesty in the interest of the people of Sindh, nobody would raise his finger at us,” he said.

Syed Murad Ali Shah said merit in every sector was his top priority. 

“If you take decisions on merit it will brush aside all the wrong impressions and propaganda,” he said.

He assured all the ministers that he would delegate full powers to them and give them a free hand to perform in the larger interest of the province. 

“When I will give you a free hand, I will definitely expect the best results,” he said.

The chief minister directed his cabinet to visit police stations, hospitals, schools and other provincial offices and then send their findings/reports to the ministers concerned.

“This kind of collective effort would improve the performance of government departments.”

The chief minister urged all his cabinet members to be punctual in attending their offices and dealing with the public.

“If you start your day well on time, you will deliver better,” he said, adding that it had been his practice and experience.

He also directed all the ministers to ensure discipline in their departments. 

The cabinet members expressed their full confidence in the chief minister and assured him that they would follow his policies and guidelines. 

Earlier in the day, presiding over a meeting of secretaries and heads of government departments at the CM House, the chief minister gave his policy line which includes good governance, rule of law, merit-based transfers and postings and public-welfare oriented policies.

In his opening remarks, the chief minister said the secretaries and heads of departments were his arms and eyes.

“You have to implement the government policies and make them successful in terms of completing development projects on time and with the best quality,” he said.

The chief minister said his top priority was the right man for right job â€" this means there would be merit in each and everything.

“You (the secretaries and heads of departments) are the most experienced bureaucrats; I know most of you for the last eight years ever since I have joined politics. Most of you have worked with me and I know you are the best officers, therefore, I am expecting your helping hand for the reduction of poverty and unemployment,  providing the best education and health services.”

He said the people of Sindh always supported the PPP. “Almighty Allah has given me an opportunity. It is my main responsibility to repay them by giving them a safe and secure Sindh, good education and the best health services  for which your support is very important,” he said and urged them to “take care of my people’.”

PPP not to tolerate delinquency on part of any minister, Bilawal tells Murad

KARACHI: Pakistan People’s Party (PPP) chairman Bilawal Bhutto Zardari on Saturday said he and the party will not tolerate any delinquency on the part of any minister and asked for fullest utilisation of all available resources to deliver to the people of Sindh and mitigate their sufferings.

Talking to the Chief Minister Syed Murad Ali Shah along with his newly-inducted Sindh cabinet members at Bilawal House, Bilawal said that projects and work left at half by the previous cabinet should be completed to move forward the process of development and progress in the province.

PPP Chairman stressed that new Sindh cabinet should prepare strong homework for implementation of devolution of ministries and powers to the provinces under the 18th amendment. Seeking equitable share in the federal divisible financial resources and ideas to improve provincial revenue generations without burdening common men should also be among the top priorities, he stressed.

PPP chairman said that law and order, health and education sectors need special attention for they affect directly the common people.

He said that collective wisdom of the newly-elected Local government may also be harnessed for restoring the civic amenities.

On this occasion, Murad Ali Shah along with cabinet members pledged to give maximum performance as per the confidence showed by the party leadership and expectations of the people of Sindh.

Earlier, Bilawal congratulated the newly-inducted members of Sindh cabinet and hoped that they will make all possible efforts to implement the PPP policies for the betterment of masses and the province.

Condemning the bomb blast in Larkana, in which a Rangers personnel Shahid Siyal was martyred and several others were injured; PPP chairman, Chief Minister and his cabinet members also offered prayers for the departed soul.

Bilawal Bhutto Zardari directed the chief minister to arrange best possible medical treatment for all those injured in Larkana blast.

Geo News being restored to its original number, says chairman PEMRA

ISLAMABAD: Chairman Pakistan Electronic Media Regulatory Authority (PEMRA) Absar Alam has said that the TV channels including Geo News that were moved to last numbers in Karachi were being restored to their original position.

Talking to Geo News, he said that action was being taken as per PEMRA Ordinance.

He said that licensed channels and cable operators should submit their written complaint; the authority would help resolve the issue as per its jurisdiction.

Chairman PEMRA further said that PEMRA doesn’t have any issue with anyone; they only seek implementation of rule of law in the country.

In another attack on the freedom of the media, the leading news channel was taken out of the access of people in the provincial capital Thursday night by moving it to the last numbers which made it totally inaccessible in many areas.

PEMRA on Friday sought the assistance of the federal government and local law enforcement agencies to act against those cable operators who have resorted to illegal disruption the channel in Karachi.

Earlier today, Electronic and print media journalists held protest rallies in several cities of the country against the illegal disruption on cable networks in the metropolis.

Protesting journalists and civil society members in large numbers started a protest rally from the offices of Geo TV at II Chundrigar Road, marching to the Karachi Press Club where a protest meeting and demonstration was held.

Similar protest rallies were held in Islamabad, Multan, Peshawar, Quetta, Faisalabad, and other cities.

Civil society and journalists across the country have condemned the disruption of Geo News position on TV cable networks in Karachi.

Supreme Court Bar Association’s former president Asma Jahangir has said that this is not the first time such treatment has been meted out to Geo News.

She said the Supreme Court, Lahore High Court and Islamabad High Court have already given their verdicts, directing Pemra to take action against those who indulge in such unlawful activities.

PEMRA had given this commitment in the courts that it would monitor the cable operators and take action against such cable networks, she added. It is a violation of the law and PEMRA should take action in this regard, she said.

Senior analyst Imtiaz Alam, who is also the secretary general of South Asian Free Media Association (SAFMA) said that pushing Geo to last numbers on cable was an attack on the independence of the media. It is like exploiting the organization economically so that it is closed down ultimately.

He said in a statement that Geo and Jang Group is again under attack as Geo broadcasts have been placed in the oblivion of tail enders â€" a typical method of throwing you out of the market and denying people's right to know.

Geo and Jang had come under attack two years earlier â€" but it survived despite incurring huge losses that have not yet been covered. It's again being financially strangulated by curtailing its outreach in Karachi and elsewhere.

The management was and is under tremendous pressure to compromise its freedom of expression and editorial autonomy. It is being pressurized to change its stance over the issues of democracy, fundamental rights and policy issues.

Unfortunately, the elected governments are not taking a firm stand against the unlawful encroachments and diminishing of media freedom. If the politicians think that democracy will survive after the muzzling of press freedom, they live in fool's paradise.

Commenting on pushing Geo to last numbers on cable, central convenor of Council of All Pakistan Press Clubs Arshad Ansari said that all journalists were with Geo News, because the channel did not terminate even a single worker despite facing curbs and problems.

 

Senior analyst Najam Sethi said that the timing of the current attack was very dangerous. Doing such a thing with Geo shows that a conspiracy is being hatched against the channel and gagging Geo is like silencing the biggest voice of the media, he added.

 

 

 

 

Samia?s first husband was booked for attempted murder in 2010: reports

JHELUM: An attempted murder case was registered against British national Samia Shahid’s first husband Chaudhary Shakeel in 2010, reports said on Saturday.

According to details, the case was registered in Dina Mangla police station over a land dispute.

Earlier, investigation team including DIG Abu Bakr Khuda Bux, SSP Khalid Bashir and SP Abdul Rab Chaudhary reached Jhelum today.

The team questioned the suspects and also inquired about the progress of the case with former investigating officers.

The team also took custody of the records regarding the case.

Yesterday, documents obtained by Geo News revealed that Samia Shahid had taken divorce from her first husband before marrying Syed Mukhtar Kazam.

The divorce took place in Britain and the nikkah ceremony was held in Jhelum, according to the documents.

It is understood that after marrying Syed Mukhtar Kazam, the couple had faced death threats.

A family source told The News that Samia Shahid’s sister asked her to come to Pakistan citing her father’s illness.

After Samia’s death in mysterious circumstances, her husband was told she died of a heart attack but the parents lodged a statement saying she committed suicide.

Her husband lodged a First Information Report (FIR) in Jhelum alleging foul play. In the FIR seen by The News, the husband alleged that his wife was buried without his knowledge.

 

Criminals to be pursued in all parts of country: DG Rangers

LARKANA: Director General (DG) Rangers Major General Bilal Akbar on Saturday said that the criminals would be pursued and taken into custody in all parts of the country.

Talking to newsmen in Larkana, he said, “We have total backing of federal as well as provincial government.”

Earlier, two cracker bomb explosions near a paramilitary check post killed one Rangers officer and injured 14 others including five Rangers personnel.

According to details, the bomb was placed near a Rangers vehicle.

DG Rangers Sindh Major General Bilal Akbar visited the blast site. He also visited the under treatment personnel at the Chandka Hospital.

No group has claimed responsibility for the attack yet.

 

 

 

Flood water kills 26 wedding guests in Khyber

PESHAWAR: At least 26 people, mostly children, were killed Saturday when a vehicle carrying wedding guests was washed off a mountainous road by floods and flung into a gorge, officials said.

The dead included 18 children and six women.

"Rescue operation has been completed, dead bodies of 26 people had been retrieved," Rahimullah Mehsud, a local government official of Khyber tribal district, where the incident took place, told AFP.

Mehsud earlier said rescue workers and residents were facing difficulties as the "area is remote and mountainous".

The accident happened when a pick-up truck carrying the groom’s party of 29 was hit by floods in a remote village in Khyber, one of Pakistan’s seven tribal districts bordering Afghanistan.

Three people who survived were taken to hospital.

Hekmat Khan, another government official, confirmed the new death toll and told AFP that the child victims were aged up to nine years.

The heavy monsoon rains began earlier this month, drenching the Khyber Pakhtunkhwa and central Punjab provinces, which have been badly affected by flooding in recent years that some scientists have linked to climate change.

Speaker, deputy speaker elected for AJK assembly

MUZAFFARABAD: Pakistan Muslim League-Nawaz (PML-N) candidate Shah Ghulam Qadir and Sardar Farooq Tahir were elected as the Speaker and Deputy Speaker of the Azad Jammu and Kashmir Legislative Assembly here on Saturday.

After taking oath as members, the newly elected AJK Assembly met under the chairmanship of the outgoing Speaker Sardar Ghulam Sadiq Khan and elected Speaker and Deputy Speaker. The oath of one member, Sardar Khalid Ibrahim Khan, could not take place.

PML-N candidate for speakership Shah Ghulam Qadir secured 39 votes out of 40 votes polled, while Muslim Conference candidate Malik Muhammad Nawaz and Pakistan People's Party candidate Aamar Ghafar Lone obtained 3 and 4 votes respectively. Two votes were rejected during polling.

The ruling PML-N candidate Sardar Farooq Tahir won the position of Deputy Speaker by securing 39 votes. His rivals, Sardar Sagheer Chughtai of the Muslim Conference and PPP candidate Shazia Akbar, secured five votes and four votes respectively.

The AJK Legislative Assembly will elect the leader of the house on Sunday (tomorrow) at 10am for which the PML-N has already nominated Raja Farooq Haider Khan.

Govt decides against raising petroleum prices

ISLAMABAD: Federal government has decided against raising the tariffs of petroleum products, said Finance Minister Ishaq Dar on Saturday, despite Oil and Gas Regulatory Authority?s (OGRA) recommendation.

On Friday it was reported that OGRA had put forward a summary to federal petroleum ministry proposing an increase petrol price by Rs2.12.

According to the summary, the authority had recommended increasing the price of kerosene oil by Rs3.94, high-octane by Rs0.60 and high-speed diesel by Rs0.26.

Speaking to reporters in Islamabad, Ishaq Dar said that OGRA?s summary was rejected after Prime Minister Nawaz Sharif directed not to raise the prices.

He said that the current petroleum prices would remain unchanged until August 31, 2016.

Dar further said that petroleum prices in Pakistan were the lowest in the region.

Rangers? powers: Nisar hopes new Sindh CM will remove hurdles

TAXILA: Interior Minister Chaudhry Nisar Ali Khan has expressed confidence that Rangers' stay in Sindh with special powers will be extended within a couple of days.

Addressing a news conference in Taxila on Saturday afternoon, he hoped the matter will be resolved soon as a new chief minister has taken charge of his office in Sindh.

The minister said that Rangers enjoy full support of the federal government, which will facilitate the paramilitary force to complete its job of establishing complete peace in Karachi. He hoped that the Sindh government will play its due role in this regard.

Chaudhry Nisar Ali Khan said it is a matter of concern that extension in the Rangers' powers is made controversial every time. 

He said the Karachi operation was launched after consultation and consensus with the Sindh government on the orders of the Supreme Court.

“Rangers have restored peace in Karachi to a great extent sacrificing their lives during the last two and a half years,” the minister said.

 He pointed out how the paramilitary force can be expected to deliver when it does not have the necessary powers.

To a question, Chaudhry Nisar said the visa agreement with Kuwait signed in 2013 has been suspended as the accord was not being honoured by the other side.

He said the visa issuance system has been improved and it is for the first time in the history of Pakistan that international airlines are being fined for violation of rules.    

Meanwhile, newly-elected Sindh Chief Minister Murad Ali Shah said that the issue of Rangers’ powers would be resolved tonight or tomorrow.

The ministers included Dr Sikandar Mandhro, Makhdoom Jamiluz Zaman, Nisar Khuhro, Mahtab Hussain Dahar, Jam Khan Shoro, Suhail Anwar Siyal, Sardar Ali Shah, Shamim Mumtaz and Mukesh Kumar Chawla.

The advisors and special assistants included Saeed Ghani, Murtaza Wahab, Maula Bux Chandio, Asghar Junejo, Khato Mal, Erum Khalid, Dr Sikandar Shoro and Syed Ghulam Shah.

Sindh Chief Minister Murad Ali Shah also announced the portfolios assigned to different members of the Sindh cabinet.

According to details, the home ministry portfolio has been taken away from Sohail Anwar Siyal, assigning him the portfolio now of the agriculture ministry.

The education ministry was taken from senior PPP leader Nisar Khuhro, who has now been assigned the portfolio of food and parliamentary affairs.

Meanwhile, the education ministry has been assigned to Jam Mehtab Dahar.

Cousin strangled Qandeel to death, reveals polygraph test

MULTAN: Social media star Qandeel Baloch was strangled to death by her cousin Haq Nawaz instead of her brother Waseem, revealed sources in Punjab Forensic Science Agency on Saturday.

The main accused of the case Waseem had earlier confessed that he had strangled her sister. However, the claim was rejected after a polygraph test of both the suspects.

According to the test, it was Haq Nawaz, not Waseem, who had strangled the social media to death.

They said Waseem was holding the hands and feet of the slain model at the time of murder while Haq Nawaz strangled her.

Before killing Qandeel, the suspects had drugged her and her parents, they added.

Sources said video and written statements of both suspects have also been recorded.

According to them, it was revealed during investigation that the elder brother Arif, who resides in Saudi Arabia, had pressurised Waseem into killing their sister Qandeel for the “honour of the family”.

They said that after the conversation, Waseem and Haq Nawaz planned the model’s murder.

Prior to her death Qandeel, whose real name was Fauzia Azeem, spoke of worries about her safety and had appealed to the interior ministry to provide her with security for protection.

In Facebook posts, Baloch, 26, spoke of trying to change "the typical orthodox mindset" of people in Pakistan. She faced frequent abuse and death threats but continued to post provocative pictures and videos.

The so-called 'honour-killing' has sent shockwaves across the country and triggered an outpouring of grief on social media for Baloch.

Doctor infected with Congo virus dies in Karachi

KARACHI:  A doctor who was treating patients in Bahawalpur for the Congo virus passed away on Saturday at a local hospital.

Sagheer Ahmed was seeking treatment for the Congo virus.

Three other doctors are seeking treatment for the Congo virus at a private hospital on Stadium Road.

Livestock workers are at a risk to contracting the Congo Virus when they make contact with infectious blood and body fluids of animals.

It can transfer from one infected person to the other and may result in death.

Adviser to Chief Minister Punjab on Health Khwaja Salman Rafique has constituted a special team consisting of senior clinicians of Health Department after surfacing of Congo virus in Bahawalpur.  

The team would furnish its report after examining the situation. All contacts of Congo fever patients are being kept in quarantine. These people would remain under surveillance during the incubating period of Congo virus so as to control spread of the disease. 

SBP keeps policy rate unchanged at 5.75pc

KARACHI: Pakistan's central bank kept its key policy rate unchanged at 5.75 percent on Saturday, citing steady remittances and low oil prices.

State Bank of Pakistan Governor Ashrah Mahmood Wathra also told a news conference that foreign direct investment is projected to increase as work on projects under the $46 billion China Pakistan Economic Corridor (CPEC) gains momentum.

Pakistani's USD250 billion economy is growing at the fastest pace in eight years, but it has struggled to attract large-scale investment and is counting on planned CPEC roads, a deep-water port and several energy projects for a boost.

Wathra also said he expected the newly consolidated Pakistan Stock Exchange to attract new inflows in the wake of its reclassification from a frontier to an emerging market.

Shooting at party in Seattle injures five

WASHINGTON:  At least five people were injured during a shooting at a party in Seattle.

Twenty bullets were fired during the shooting, eye witnesses said.

The gunman was armed with a rifle, international media reported.

A witness said that it was most likely a high school or college party.

Mass shootings like these are on the rise in United States. On Friday one policeman was killed and another injured in a shooting at a traffic signal in San Diego.         

Shelter to open in Mexico for reporters under threat

MEXICO CITY: When photojournalist Ruben Espinosa felt harassed by the authorities in eastern Mexico, he fled to the capital. Without protection, he was shot dead in a case still unsolved a year later.

Now, a group of journalists is about to open a secret shelter in Mexico City to protect colleagues like Espinosa in one of the most dangerous countries in the world to be a reporter.

"It's a house where we want them to have food, with all the basic services, where they are safe and they have psychological help," Judith Calderon, president of the House of Rights of Journalists, told AFP.

Journalists who face threats can request government protection in Mexico, but the hideout will give another option for those who don´t trust the authorities, who sometimes are the tormentors.

The organization refused to reveal the shelter´s location for security reasons, but said that it will be able to house a dozen people when it opens in the coming weeks.

The group already has a waiting list.

"Colleagues feel safe because, for the first time, there's a house to protect journalists" without having to ask for help from the government, Calderon said.

Panic button

The House of Rights of Journalists was founded in 2010 by Mexican news media veterans to protect and advise their peers who are in mortal danger.

More than 90 journalists have been murdered and another 17 have disappeared in Mexico since 2000, according to Reporters Without Borders.

In the eastern state of Veracruz alone, 19 media workers have been killed in the past six years. Espinosa, 31, had fled Veracruz due to threats.

Public officials and drug cartels have been accused of intimidating journalists, or worse.

Pedro Tamayo, a 45-year-old crime reporter, was the latest victim of violence in Veracruz. 

Tamayo was shot dead on July 20 outside his house in front of his wife and two grown sons, despite being under special protective measures given by the state of Veracruz.

The measures included taking him to another state for several months, and daily police patrols at his house after he returned to Veracruz.

But Tamayo's family said that state police were present during the murder and did nothing to catch the killers. 

The federal government launched a program to protect journalists in 2012. Veracruz created its own the same year.

Since then, officials say, 181 reporters have received assistance.

The aid measures range from a panic button to bodyguards and home surveillance cameras. They can also be hidden in other states.

"What will guarantee their protection is physical security along with the reduction of impunity," said Leopoldo Maldonado, coordinator of journalist protection at the press rights group Article 19.

"Impunity persists and that is a clear message that a worse aggression can take place at any time," Maldonado said.

With unsolved crimes and killers roaming free, the Committee to Protect Journalists ranks Mexico in eighth place in its Global Impunity Index, just under Afghanistan and worse than Pakistan or Russia.

 Murdered in safe haven

Mexico City is considered safer than other parts of the country, which is why Espinosa's unresolved murder on July 31, 2015, came as a shock.

Espinosa was shot dead along with four women in an apartment. The motive for his killing remains a mystery.

"Ruben's murder was a shock. Although journalists have been attacked by police in protests in Mexico City, most of the murders have taken place in the (other) states," Calderon said.

While Calderon's organization completes the security measures for the shelter, Espinosa's case highlights the weak spots in the informal network that journalists have set up to help colleagues in danger.

Espinosa refused to sign up with the government protection program, and left Veracruz with the help of other colleagues.

Nevertheless the shelter's administrator, the journalist and activist Sara Lovera, is convinced that her project will work.

"We no longer want goodwill or help from alleged saviors," Lovera said.
